Join the Housing Authority of the City of San Buenaventura (HACSB) as our next Risk Manager and play a key role in protecting our agency, staff, and residents through strategic leadership in risk, safety, and compliance.

About the Position

Reporting to the Director of Human Resources, the Risk Manager is responsible for the full scope of the agency’s risk management program—including insurance, safety compliance, and claims oversight. This position works collaboratively across departments to identify and mitigate risks, lead safety initiatives, and ensure compliance with regulatory requirements such as Cal/OSHA, SB 198, and SB 553.

This is a management-level position with agency-wide influence and the opportunity to advise executive leadership on strategic risk issues. The Risk Manager also serves as a key liaison to legal counsel, insurance brokers, and external partners.

Key Responsibilities

Develop, implement, and oversee agency-wide risk management and safety programs
Manage liability, workers’ compensation, property, vehicle, and cyber insurance
Investigate and manage claims in collaboration with third-party administrators and legal counsel
Oversee and enforce safety programs (IIPP, WVPP, emergency preparedness)
Conduct site inspections, hazard assessments, and incident investigations
Lead safety and compliance training initiatives across departments
Review contracts and projects for insurance coverage and risk exposure
Advise leadership on trends and strategies to mitigate organizational risk
Represent HACSB in mediations, claims reviews, and small claims court
Support HR initiatives, including onboarding, benefits, and policy development
May supervise staff, interns, or volunteers as assigned

Minimum Qualifications

Education & Experience:

Bachelor's degree in risk management, public administration, human resources, or a related field (preferred)
Minimum of five (5) years of progressively responsible risk management or insurance experience (public sector experience a plus)
Minimum oftwo (2) yearsof supervisory or team leadership experience (highly desirable)

Certifications:

Valid California Driver’s License required
Professional certifications such as ARM, ARM-P, CRM, CSP, or PSHRA preferred (or ability to obtain within 12 months of hire)

Skills & Abilities:

Strong knowledge of risk management, claims handling, and public agency compliance (Cal/OSHA, ADA, HIPAA, etc.)
Excellent written and verbal communication skills, including policy and report development
Strong analytical, organizational, and project management abilities
Professional discretion and sound judgment in handling sensitive matters
Bilingual in English and Spanish is highly desirable
