Under the administrative direction of the Assistant City Manager/CFO, this position directs and manages all financial operations of the City, including accounting, budgeting, purchasing, payroll, and utility financial services. The Director provides strategic financial leadership, ensures compliance with all applicable financial regulations and policies, and oversees the Tyler Munis ERP system administration and optimization.

This role manages comprehensive financial operations for the City while providing mentoring and professional development opportunities for finance staff. The position requires extensive knowledge of governmental accounting principles, modern financial management practices, and the ability to communicate complex financial concepts to diverse audiences including elected officials, department heads, and the public. The Director serves as the primary liaison with external stakeholders including auditors, bond rating agencies, and financial institutions.

Roles & Responsibilities:
Directs and manages comprehensive finance department operations including accounting, budgeting, payroll, purchasing, and utility financial services under the direction of the Assistant City Manager/CFO.
Develops, monitors and revises finance and accounting policies and procedures; formulates and directs the City's cash and debt management programs.
Supervises Finance Department staff; establishes priorities and work sequences; allocates resources; ensures compliance with personnel policies; conducts performance evaluations; develops succession planning; provides mentoring and professional development opportunities.
Serves as primary financial advisor to Assistant City Manager/CFO, City Manager, and department heads; provides technical assistance on financial management and regulatory interpretation; prepares comprehensive financial analysis, reports, and strategic recommendations.
Develops and recommends annual and long-range financial plans and policies to the Assistant City Manager, City Manager, City Council and Municipal Utility Board.
Oversees and directs preparation of annual budget revenue projections for all funds through the Budget Manager; reviews budget expenditure estimates and provides technical analysis and recommendations for presentation to City Council.
Coordinates and manages the annual independent audit process including Single Audit compliance; preparation of the Annual Comprehensive Financial Report (ACFR) and all supporting schedules; maintains positive relationships with external auditors and ensures timely completion of audit recommendations.
Implements and maintains robust internal control systems and fraud prevention measures; ensures compliance with all applicable financial regulations including federal grant compliance and Single Audit requirements.
Directs cost control measures and monitors expenditures for compliance with budget appropriations; implements financial controls and oversight procedures.
Oversees payroll operations ensuring accuracy, compliance with federal and state regulations, and timely processing; manages payroll system integration with HR and benefits administration.
Directs purchasing operations and procurement processes; ensures compliance with City purchasing policies, state procurement laws, and federal regulations; oversees vendor management, contract administration, and competitive bidding processes.
Oversees Tyler Munis ERP system administration and optimization; serves as system administrator ensuring data integrity, user training, and system updates; coordinates with IT department on system security and backup procedures.
Manages and oversees utility financial services including rate analysis, revenue projections, and coordination with utility operations through the Budget Manager; ensures compliance with utility regulatory requirements.
Serves as primary liaison with external stakeholders including auditors, bond rating agencies, financial institutions, and other governmental entities on financial matters.
Directs or participates in special projects as assigned by the Assistant City Manager; defines project purposes; establishes action plans; gathers resources; implements plans; reports progress timely.

Knowledge, Skills, and Abilities:

Extensive knowledge of current government accounting principles as established by the Governmental Accounting Standards Board (GASB), including recent pronouncements and implementation requirements.
Strong knowledge of Government Finance Officers Association (GFOA) best practices, including budget presentation guidelines, debt management policies, and financial reporting standards.
Knowledge of Government Finance Officers Association of Texas (GFOAT) programs, resources, and professional development opportunities.
Extensive knowledge of General Obligation Bonds, Certificate of Obligation Bonds, Revenue Bonds, Municipal Leases, and other financial instruments; understanding of municipal debt markets and rating agency requirements.
Proficiency with modern municipal finance Enterprise Resource Planning (ERP) systems, particularly Tyler Technologies Munis software suite including all modules.
Extensive knowledge of federal, state and local regulations regarding sales tax, utility rates, payroll administration and compliance, purchasing and procurement regulations, investments, debt issuance, and audit requirements.
Understanding of cybersecurity principles as they relate to financial systems and data protection; knowledge of internal controls and fraud prevention measures.
Knowledge of procurement best practices, competitive bidding processes, vendor management, and contract administration; understanding of public purchasing laws.
Advanced proficiency with modern office technology including cloud-based systems, data analytics tools, and integrated financial management platforms.
Ability to interpret and apply complex federal and state regulations, accounting standards, and legal requirements; stay current with evolving governmental accounting requirements.
Excellent communication and presentation skills both oral and written; ability to explain complex financial concepts to diverse audiences; proficiency in creating visual presentations and dashboards.
Strong analytical and critical thinking skills; ability to evaluate financial data, identify trends, and provide strategic recommendations.
Advanced mathematical and statistical analysis capabilities; proficiency in financial modeling and forecasting.

Knowledge of municipal utility operations, rate-setting processes, and utility regulatory requirements; understanding of utility financial management and coordination with operational departments.

Qualifications

• Bachelor's Degree in Finance, Accounting, Public Administration, or Business Administration from an accredited institution; Master's Degree in related field preferred.

• CPA designation strongly preferred; alternative professional certifications such as CFA, CGMA, or CIA considered.

• Government Finance Officers Association (GFOA) certifications preferred: Certified Government Finance Officer (CGFO) and/or Certified Public Finance Officer (CPFO), or ability to obtain within two years of employment.

• Minimum of ten (10) years of progressively responsible experience in governmental or public sector finance, including at least three (3) years in a management or supervisory capacity.

• Public accounting or governmental audit experience strongly preferred, including knowledge of Single Audit requirements, GASB compliance, and governmental audit procedures.

• Demonstrated experience with Tyler Technologies Munis ERP system or similar integrated municipal finance software platforms; ability to serve as system administrator or super user preferred.

• Experience with utility financial management, rate studies, utility billing operations, and utility regulatory compliance strongly preferred.

• Knowledge of Texas municipal finance laws, regulations, and reporting requirements.

• Demonstrated experience with debt issuance, investment management, and cash flow analysis.

• Valid Texas Driver's License with driving record that meets City guidelines.
