Description
GENERAL PURPOSE: Under limited supervision, directs and manages assigned Public Works divisions’ activities and employees; may serve as the City Engineer, therefore may be required to be a Registered Professional Engineer.

This is a new position, added to help manage the complexities of development today, specifically in the area of water/wastewater. We anticipate the successful candidate will have PE certification and significant experience in water/wastewater operations, preferable in a government setting.

Essential Duties and Responsibilities
PRIMARY DUTIES AND RESPONSIBILITIES:

Directs the daily operations and staff of the assigned divisions; coordinates activities and development plans with state and Federal regulatory agencies.
Manages department projects, assigned staff and contracted professional services providers; assures proper execution of all phases of assigned programs and projects.
Directs the development of project design, scope of work, criteria, standards and specifications; resolves complex problems, and assures conformance to project plans, accepted engineering practices, and to city, county, state, and federal regulations.
Researches, develops and recommends policies by continuous assessment of the needs and processes of the department operations, including standard operating procedures.
Analyzes and implements strategies to accommodate the changing requirements of the department to meet the goals established by city management.
Prepares and presents reports on project performance and financial status; participates on various technical and advisory teams, providing advice and information on project status.
Assures project deliverables meet scope, schedule, cost and quality requirements.
Directs the daily activities of assigned staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance.
Meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities; monitors operations to identify and resolve problems.
Serves as a liaison between various regional organizations and state and Federal agencies.
Writes various analytical reports, and makes technical estimates of a specialized nature in connection with various projects.
Analyzes financial and resource information; develops and manages budgets.
Manage Right-of- Way operations in relation to utility users, including fiver and wireless providers.
Lead long-term planning for the City Facility maintenance to ensure efficiency and sustainability.
Coordinate with other departments to improve service deliver and overall quality of work.
Oversee management and long-term planning of Potable and Reclaimed
Performs other duties as assigned or required.

SUPERVISION EXERCISED: Professional, technical, maintenance and administrative staff.
Minimum Requirements
Education and Experience: Bachelor’s degree in Civil Engineering, Public Administration, or related field and seven (7) year’s professional experience OR an equivalent combination of education and experience.

Preferred Requirements Registered as a Civil Engineer by the Arizona State Board of Technical Registration.

Special Requirements: Valid Arizona State Driver’s License.

Skill in developing procedures for cost effective management of allocated resources.
Skill in preparing reports and checking designs, details, estimates, plans, and specifications of engineering projects.
Skill in analyzing and evaluating technical engineering data and construction documentation.
Skill in functioning in the role of City Engineer.
Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public.
Skill in promoting a positive community image of the Public Works Department.
Skill in using computers and complex engineering software applications, including GIS.
Skill in assessing and prioritizing multiple tasks, projects and demands.
Skill in effective oral and written communication.
