Position Summary
The City of Fairview is seeking an experienced, forward-thinking Public Works Director to lead a diverse and high-performing department responsible for streets, parks, water distribution, sewer and stormwater systems, facilities, fleet, engineering, GIS, and capital projects. This executive-level role provides strategic leadership, long-range planning, and operational oversight to ensure safe, efficient, and high-quality public infrastructure and services for the Fairview community. The Director serves on the City’s Executive Team and reports to the City Manager.

Key Responsibilities

Provide leadership, direction, and administrative oversight for all Public Works operations, programs, and staff.
Develop and implement department goals, service standards, operating procedures, and long-range strategic plans.
Oversee engineering, construction, maintenance, and capital improvement projects for water, sewer, stormwater, transportation, and parks systems.
Manage department budgeting, financial forecasting, staffing levels, and resource allocation.
Serve as technical advisor to the City Manager and City Council; prepare reports, recommendations, and policy guidance.
Coordinate with other City departments, outside agencies, contractors, developers, and regional partners.
Ensure compliance with federal, state, and local regulations related to public works, utilities, capital projects, and construction activities.
Oversee review and facilitation of private development affecting public infrastructure.
Administer and participate in labor contract negotiations and employee relations matters.
Maintain a strong safety culture and ensure safe work practices across all operations.
Represent the City on local, regional, and state committees and respond to community issues and inquiries.
Serve as a key member of the City’s emergency response team and participate in emergency management planning.
May act as City Manager in their absence.

Knowledge & Skills

Principles and practices of public works administration, civil engineering, utilities, and infrastructure systems.
Construction and maintenance methods for road, sewer, stormwater, drinking water, and park systems.
Public sector management, including budgeting, purchasing, contracting, and financial reporting.
Supervisory principles: training, performance evaluation, and staff development.
Project and program management, including scope, schedule, and budget oversight.
Federal, state, and local laws, codes, and regulations applicable to public works.
Emergency management principles and the Incident Command System.
Strong communication, leadership, negotiation, and public-presentation skills.
Ability to analyze complex issues, identify solutions, and implement improvements.
Ability to build effective working relationships with staff, elected officials, contractors, agencies, and the community.

Minimum Qualifications
Education & Experience:

Bachelor’s degree in civil engineering, public administration, or a related field (Master’s degree preferred).
Seven (7) years of progressively responsible experience in civil engineering or public works operations, including at least two (2) years of supervisory experience.
Any equivalent combination of experience and training that ensures the required knowledge and abilities will be considered.

Licenses & Special Requirements:

Valid driver’s license or ability to obtain within 30 days of appointment.
Oregon Professional Engineer (PE) registration is preferred.
Must be available for emergency response on a 24-hour basis.
