The City of Kettering’s Public Service Department is currently seeking a Full-Time Fleet Manager to direct and monitor all staff and maintenance activities in the Vehicle Maintenance Division, including outside contractors in the purchase, inventory, maintenance, and repair, of all vehicles and equipment in the City’s fleet.

You will have the opportunity to:

Assist in the preparation of operational budgets, periodic reports and participate in the forecast of funds needed for staffing, equipment, materials and supplies
Forecast fleet replacement schedules utilizing total cost of ownership;
Coordinate the purchase of equipment and oversee the requisitioning of materials, equipment, and supplies
Assist with the selection and the direct or indirect supervision and evaluation of Vehicle Maintenance Division staff; ensure that appropriate safety training and equipment is provided to crews
Manage fleet management system (Faster) and establish appropriate replacement and preventative maintenance schedules
Assure compliance with Bureau of Underground Storage Tank Regulations (BUSTR), Ohio EPA, and State and Local regulations

The ideal candidate will have considerable knowledge of the methods, practices, tools and materials used in purchase, maintenance, and repair of vehicles and equipment. The ability to communicate concisely and clearly with employees, contractors, representatives of other departments and the general public is required.

Knowledge of occupational hazards and standard safety precautions necessary in the performance of daily work, and principles, techniques and safety practices used in vehicle maintenance operations is essential with considerable knowledge of Federal and State transportation regulations. The ability to read and interpret vehicle and equipment specifications is critical.

GENERAL STATEMENT OF DUTIES:

Management position responsible for directing and monitoring all staff and maintenance activities in the Vehicle Maintenance Division, including outside contractors in the purchase, inventory, maintenance, and repair, of all vehicles and equipment in the City’s fleet.

DISTINGUISHING FEATURES OF THE POSITION:

Position reports to the Public Service Director and is responsible for planning, organizing, supervising and reviewing the work of the Vehicle Maintenance Division’s staff and semi-skilled and skilled trades employees engaged in a variety of maintenance and repair of City vehicles and equipment. Responsibilities extend to forecasting fleet replacement, estimating costs, maintaining a budget and effectively managing the workflow of the Division. This position requires the use of considerable independent judgment.

The position classification of Fleet Manager is a management-level position in the Unclassified Civil Service of the City of Kettering.

EXAMPLES OF WORK: (Illustrative Only)

Assist in the preparation of operational budgets, periodic reports and participate in the forecast of funds needed for staffing, equipment, materials and supplies;
Review and recommend modifications to Vehicle Maintenance Division objectives, policies, procedures, and work flow; assist in evaluating the effectiveness of operations and programs;
Coordinate the purchase of equipment and oversee the requisitioning of materials, equipment, and supplies;
Assist with the selection and the direct or indirect supervision and evaluation of Vehicle Maintenance Division staff; ensure that appropriate safety training and equipment is provided to crews; review and resolve employee grievances and recommend needed corrective or disciplinary actions to the Director;
Analyze personnel requirements and audit personnel utilization;
Provide general direction to division staff about major goals, programs, projects, priorities, deadlines and issues affecting Division operations and staff;
Maintain effective working relationships with employees, other City divisions, departments and offices; elected officials, and contractors;
Manage fleet management system and establish appropriate replacement and preventative maintenance schedules;
Assure compliance with Bureau of Underground Storage Tank Regulations (BUSTR), Ohio EPA, and State and Local regulations;
Remain on call for 24-hour emergencies, and may be required to respond to after-hours emergency conditions and situations;
Perform other related duties as assigned;
Regular and predictable on-site attendance required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Considerable knowledge of the methods, practices, tools and materials used in purchase, maintenance, and repair of vehicles and equipment. Ability to communicate concisely and clearly with employees, contractors, representatives of other departments and the general public.

Knowledge of occupational hazards and standard safety precautions necessary in the performance of daily work, and principles, techniques and safety practices used in vehicle maintenance operations. Considerable knowledge of Federal and State transportation regulations. Ability to read and interpret vehicle and equipment specifications.

ACCEPTABLE EXPERIENCE AND TRAINING:

Strong leadership, organizational and communication skills are essential. Related degree with considerable supervisory experience is desirable. Must obtain and maintain a valid Ohio Driver’s License.
