General Definition of Work

The Human Resources Generalist – Benefits & Leave is responsible for the administration of the City's employee benefits, leave programs, retirement plans, workers' compensation, and HRIS benefits administration. This position serves as the primary point of contact for employees regarding benefit eligibility, enrollment, claims resolution, and leave administration while ensuring compliance with applicable federal, state, and local laws.

This position manages the day-to-day administration of employee benefits throughout the employee lifecycle, including new hire enrollment, qualifying life events, open enrollment, retirements, and terminations. The Human Resources Generalist works closely with insurance carriers, brokers, third-party administrators, payroll, and employees to ensure accurate benefit administration and exceptional customer service.

Work is performed under the general supervision of the Director of Human Resources. Work hours for this position are 7:30am to 4:30pm Monday through Friday with 1 hour for lunch or as otherwise assigned.

Benefits Administration

Administers all employee benefit programs including medical, dental, vision, life, disability, voluntary benefits, retirement plans, Health Savings Accounts (HSA), PEHP, COBRA, and other benefit offerings.
Coordinates benefit enrollments, qualifying life events, beneficiary updates, dependent changes, terminations, retirements, and other eligibility changes.
Conducts benefits presentations during New Employee Orientation and ensures completion of all benefit enrollment requirements.
Assists employees with benefit questions, coverage issues, claims concerns, and eligibility requirements.
Serves as the primary liaison between employees, insurance carriers, brokers, third-party administrators, and vendors.

HRIS & Benefits Systems Administration

Maintains benefit elections and employee eligibility within ADP and other benefit administration systems.
Creates and maintains benefit carrier file feeds and works with ADP and vendors to troubleshoot system issues.
Processes manual enrollments and eligibility updates with carriers when electronic file feeds are unavailable.
Maintains accurate employee demographic, employment, salary, and benefit information within HRIS and vendor systems.
Maintains benefit enrollment setup through ADP.

Benefits Programs

Administers employee benefits programs including wellness fairs, Know Your Numbers Program, tobacco cessation program, the City's Sick Leave Bank program and preventive health education.
Serves as liaison for the Riverview Health Partnership.
Monitors program utilization and employee feedback.
Coordinates annual wellness communications.

Open Enrollment

Coordinates the City's annual Open Enrollment process.
Configures benefit plans and enrollment elections within ADP.
Coordinates communication materials and employee education with the City's benefits broker.
Provides employee support throughout the Open Enrollment period.

Leave Administration

Administers Family and Medical Leave Act (FMLA), military leave, ADA interactive process support, personal leaves, disability leave, and other approved leaves of absence.
Coordinates required documentation, eligibility determinations, employee communications, and return-to-work processes.
Ensures compliance with applicable leave laws and City policies.

Retirement Administration

Administers retirement benefit programs including 457 Deferred Compensation Plans and other retirement vendors.
Coordinates employee enrollments, distributions, transfers, retirements, and retirement education.

Employee Separation Administration

Coordinates employee separation processes including exit interviews, benefit terminations, COBRA administration, retiree benefits, and final benefit reconciliation.
Processes retiree enrollments and maintains retiree eligibility records.

Compliance & Financial Administration

Audits monthly benefit invoices for accuracy.
Reviews carrier invoices with payroll deductions.
Maintains records for the City's self-funded health plan.
Assists with eligibility reviews for self-funded medical claims.
Coordinates annual ACA reporting including IRS Forms 1095-C and PCORI Fees.
Ensures compliance with HIPAA, ACA, COBRA, FMLA, IRS regulations, and applicable employment laws.

Workers' Compensation

Administers the City's workers' compensation program.
Coordinates First Reports of Injury.
Works with departments, injured employees, medical providers, insurance carriers, and third-party administrators.
Completes wage statements and required documentation.
Assists with return-to-work coordination.
Monitors claims activity and recommends strategies to reduce claim frequency and costs.

General HR Support

Participates in HR projects, policy implementation, committee work, training initiatives, and continuous process improvement.
Processes employment verification requests.
Reviews and completes Public Service Loan Forgiveness (PSLF) employment certification forms.
Performs other related duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of employee benefits administration, retirement plans, leave administration, workers' compensation, and HRIS systems.
Knowledge of federal and state employment laws including HIPAA, ACA, COBRA, FMLA, ADA, and applicable IRS regulations.
Strong customer service and relationship management skills.
Excellent organizational and project management skills.
Ability to manage multiple priorities while maintaining exceptional attention to detail.
Ability to analyze data and reconcile benefit invoices and payroll deductions.
Ability to maintain confidentiality and exercise sound judgment.
Strong written and verbal communication skills.
Proficiency in Microsoft Office and HRIS systems (ADP preferred).

Education and Experience

Bachelor’s degree in Human Resources, Business Administration, or related field.
2+ years of experience in human resources, with a focus on employee benefits administration, leave administration, or a combination of equivalent education and experience.
Experience administering HRIS systems, preferably ADP Workforce Now or equivalent.
SHRM-CP, PHR, or CEBS certification preferred.

Special Requirements

Valid driver's license in the State of Indiana.
