SUPERVISION

Supervision Received: Work is performed under the general supervision of the City Administrator.

Supervision Given: Supervision is exercised over all professional, technical, clerical, volunteer and other personnel and contractors assigned to the department.

Description

An incumbent in this position is responsible for ensuring that all of the duties and responsibilities of the Department of Public Works identified in Code of Ordinances are executed in a fair and legal manner. The Director shall be responsible for administering all contracts in which services are provided to the City that assist in fulfilling the responsibilities of the position.

This position operates electro-mechanical computer and telecommunications-related equipment as well as other office equipment. There is daily contact with contractors, personnel, and offices throughout City Hall in answering questions and solving problems. There is access to public information files in the computer systems, errors could result in the damage to or loss of information resulting in legal and financial consequences to the City. When representing the City at events outside of the office, the environment may include indoor or outdoor venues, which are subject to environmental conditions beyond the control of management. Employee is considered on call 24/7.

Essential Functions

Administering, Implementing And Carrying Out The Activities Pertaining To

Public improvement projects of the City, their design, construction and inspection.
Street, sidewalks and right-of-way, their construction and maintenance.
Buildings and grounds of City-owned property, their construction and maintenance.
Electrical services, including service for all City activities, street lighting and traffic control, their construction, installation, maintenance and operations.
Signs, cemeteries, parks and recreational facilities, their construction, maintenance and operation.
Forestry, including acquisition, installation, removal, treatment and maintenance of trees, shrubbery, flowers, grass and other such like growing enhancements and further including the removal of encroachments upon the public right-of-way by such things as well as the monitoring and abatement of diseases or infestations both on public and private property that may adversely affect growing things.
Traffic engineering, maintenance, installation or removal and operation of traffic control devices and determination of need for issuance of traffic control orders and permits for construction in rights-of-way and inspection of such construction.
Preparation of petitions for special assessments.
The use of activities pertaining to the City’s parks, recreation facilities and community centers.
Facilities for the disposal of and systems for the collection of garbage, rubbish, refuse and waste matter, their construction, maintenance and operation.
Selects, supervises and evaluates DPW staff.
Oversees all utilities, City streets and easements.
Directs contractors and reviews performance.
Develops and implements cost saving measures.
Conveys City and department goals and policies to staff and the public.
Ensures and maintains compliance with all federal, state and local law.
Works with staff to develop materials and prepare briefings for the City Administrator and Mayor and Council.
Represents the City at public and private functions concerning public works.
Resolves difficult inquiries of citizens.

Education & Experience

Master’s Degree in architecture, business administration, community development, engineering, political science or public administration and at least three years’ experience in the administration of a department of public works or contract administration. In lieu of a Master’s Degree.
The Director of the Department of Public Works may have a Bachelor’s Degree and at least five years’ experience working in a municipal department of public works during which time shall have had administrative responsibilities.
An employee in this classification must possess upon hire and maintain a valid Michigan Operator’s license.

Qualifications

Thorough knowledge of municipal public works, public services and public utilities principles, practices and techniques.
Considerable knowledge of federal, state and local laws, ordinances and regulations governing the operation of this department.
Working knowledge of modern engineering principles, practices and techniques.
Basic knowledge of mechanical devices.
Thorough knowledge of municipal government principles, practices and techniques.
Considerable knowledge of supervisory and administrative practices in a collective bargaining environment.
Understand, speak and write in the English language and understand oral and written instruction.
Read and interpret documents and write routine reports and correspondence.
Perform multiple tasks accurately and efficiently under time constraints.
Plan, coordinate and supervise the work of a large number of contracts engaged in a variety of service and utility activities.
Establish and maintain effective working relationships with department heads, employees, outside government and agencies and the general public.
Collect and interpret various mathematical and statistical information and reports.
Develop fiscal planning strategies for long-term projects, equipment replacement and/or technical improvements.
Computer skills that encompass effective use of word processing, spreadsheet, email and internet browser software.

While performing the duties of this job, the employee is regularly required to sit and stand; must regularly life and or move items up to 25 pounds and occasionally lift or move items up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
