General Summary of Job: The Building Official is responsible for overall coordination, review, approval and inspection of all building permits and building projects within Midvale City. For public safety and health, the Building Official ensures that construction meets code and ordinance specifications in the areas of zoning, construction, electrical, plumbing, and fire codes. The Building Official also completes all responsibilities of the Plans Examiner/Building Inspector.
Essential Functions
- Review or oversee the review of plans, drawings and specification for code compliance;
- Approve building projects and issue appropriate building permits for new construction as well as repair or remodeling of existing structures;
- Provide general supervision to the Plans Examiner/Building Inspector;
- Calculate and assess applicable building and plan review fees;
- Review construction projects at completion for issuance of certificate of occupancy;
- Inspect buildings under construction and existing buildings for compliance with the appropriate codes and ordinances;
- Assess safety and habitability of buildings and structures after an emergency or damage;
- Review and prepare inspection reports;
- Explain regulations and codes to builders and property owners to assist them in altering construction plans to meet established standards;
- Establish, evaluate and revise building inspection procedures, practices, and rules to concur with departmental, state and city policies;
- Review and interpret codes and ordinances, recommending changes and additions as needed;
- Review and study uniform codes to stay abreast of changes;
- Prepare and maintain records of plans, inspections, letters and reports prepared or used in connection with all building inspections;
- Follow up on written agreements between the city and property owners, developers, contractors, etc;
- Follow up on all conditional and temporary approvals;
- Take enforcement action as necessary to enforce relevant building codes;
- Ensure completion of plan reviews and building inspections within the timelines established under state law;
- Work with other city departments to coordinate plan approval and building code related issues;
- Coordinate division research activities; review professional reports to determine changes and trends in the industry; recommend alternatives in policies, standards, ordinances and regulatory activities based upon findings;
- Assist City Attorney in preparation and presentation of city ordinances related to building codes and when necessary work with attorney to prepare building code related cases;
- Assist the City Engineer in researching and producing information for use in Midvale projects;
- Oversee and coordinate all contractors who assist in performing plan reviews and building inspections;
- Perform related duties as required.
Necessary Skills And Abilities
- Excellent interpersonal communication skills and ability to develop and maintain effective working relationships with contractors, co-workers, officials, and the public;
- Considerable knowledge of the Utah State Construction Code as adopted under Title 15A of the Utah Code;
- Considerable knowledge of current building construction methods, materials, tools and equipment;
- Ability to detect hazards and violations and detail what the codes require during field inspection work;
- Ability to enforce regulations with firmness, tact and impartiality in field inspection work;
- Communicate effectively verbally and in writing;
- Ability to read and accurately interpret plans and specifications of any complexity, and to compare them with construction in progress;
- Must have working knowledge of zoning codes, business licensing, and other governmental functions.
- Ability to operate a computer, Microsoft Office products, and other City software necessary to access, review, and store files.
- Talking, hearing and seeing or other effective communication is essential to job performance.
- Mental application utilizes memory for details, emotional stability and discriminating thinking common to most job functions.
Special Qualifications
- Must possess and maintain a valid Utah State driver's license with periodic verifications by the City;
- Must be ICC certified in building and plans review.
- Must be licensed by the State of Utah as a Combination Inspector (C8).
- Must be ICC certified in electrical, plumbing, mechanical and IRC.
Minimum Qualifications
- High school diploma or equivalent; plus six (6) years progressively responsible experience in municipal building inspection department.

- While performing the duties of this job, the employee is frequently required to sit and talk or hear; The employee must occasionally lift and/or move up to 50 pounds; Specific vision abilities required by this job include close vision and the ability to adjust focus; The noise level in the work environment is usually quiet; Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the positions; Possible travel to various site locations and possible exposure to hazardous materials, inclement weather, and seasonal temperatures.
