Job Summary
The Fire Marshal reports to the Deputy Fire Chief, and is responsible for building plans review, and occupancy inspection and enforcement ensuring compliance with fire codes. The position provides consultation and information to architects, attorneys, fire service personnel and builders regarding laws, rules, regulations and department policy relating to fire and life safety. Improves standards of public safety and secures compliance with fire prevention laws and accepted standards through oversight of the regular inspection of commercial establishments. Conducts Community Risk assessments to include high hazard identification on an annual basis. Completes budget submissions annually based on current community risks and predicted department service needs.
The position understands and supports the key components of Commission of Fire Accreditation International (CFAI), as they pertain to the fire prevention, fire investigation, and hazardous materials programs of the department. The position maintains the psychomotor skills required to perform within defined job responsibilities, including emergency fire ground operations. This position manages the Fire Prevention Division and ensures compliance with all Laws, codes, ordinances and regulations by providing oversight and leadership on behalf of the Villages Public Safety Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, But Not Limited To)
Accreditation
- Provides monthly status reports to the Deputy Fire Chief of all inspections, Fire Safety educational programs, In-service inspections, pre-plans, Cause and Origin/State Fire Marshal assisted Investigation statistics and budget purchases (when applicable) to ensure adequate tracking and predictability.
- Responsible for management of all fire prevention and inspection processes to attain and retain accreditation by the Commission of Fire Accreditation International (CFAI) to include data collection requirements.
- Is responsible for conducting/updating annual Community Risk Assessments.
- Provides oversight of data management in the occupancy, hydrant, and fire prevention modules of the records management system (RMS) to ensure accuracy in current records.
Administrative
- Supervises subordinates performing fire prevention and inspection activities; ensures work follows local, state, and federal regulations.
- Provides plans and construction documents review for Life Safety Code compliance.
- Assists in the Strategic Planning process and Plan development as directed by the Deputy Fire Chief.
- Provides oversight of the In-service Fire Safety Inspection program by directing fire company officers in the inspection process and ensuring current data entry for all applicable commercial occupancies in the RMS.
- Provides Subject Matter Expertise and training to Community Partners as required by the Deputy Fire Chief. and/or code updates that require compliance within reasonable timeframes to meet the code deadlines.
- Serves as the department’s Workplace Safety Coordinator in accordance with F.A.C. 69A-62.043.
Budget/Purchasing
- Assists in the development of the department’s budget by providing the Fire Chief with information during the annual budget preparation.
- Coordinates with the Fire Chief in the procurement and maintenance of vehicles and equipment required for the performance of fire prevention and inspection activities.
Operations
- Inspects commercial, industrial and other buildings for fire hazards, efficiency of fire protection systems, oversees adequacy of fire escapes and fire exits, and general compliance with fire prevention laws; instructs owners in the mitigation of fire hazards; examines building plans and fire protection systems for code compliance.
- Analyze various approaches to life safety and recommend solutions to contractors, building owners, and occupants.
- Review all fire incident reports to ensure quality of the information and compliance with all rules, regulations and standards.
- Conduct hazardous materials inspections and research technical resources concerning hazardous materials.
- Conduct cause and origin investigations of fires, seeking assistance from the State Fire Marshal for those incidents appearing incendiary in nature, involving fraud, or injury to a civilian or firefighter.
- Investigate complaints pertaining to violation of fire prevention laws and issue corrective orders.
Planning
- Provides oversight of the pre-fire planning program by directing fire company officers in the pre-planning process and maintaining current records for all commercial occupancies.
- Develop fire prevention training programs and group presentations related to fire prevention and fire investigation.
- Participates in City/County Development Review Committees to evaluate site development plans and advise developers to ensure compliance with life safety codes.
- Maintain Tier 2 documents in the RMS, meeting the State’s guidelines for fixed facilities.
- Provides annual performance reports for all functions provided by the Fire Prevention Division.
- Develops annual Budget for the Fire Prevention Division to include justification and data to support predicted needs.
- Provides oversight and ensures compliance with all water supply, water system needs and requirements defined by ISO to ensure the department can attain the best possible score through department practices and community partner activity/data collection practices.
General
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, answering the telephone.
- Cultivates and maintains effective working relationships within the department, the District, as well as outside of the organization.
- Supervises subordinate personnel through the department’s chain of command. This includes staffing standards, organizing, selecting or recommending selection, assigning and evaluating work, counseling, disciplining, and recommending termination.
- Reviews reports submitted by subordinates for completeness and accuracy; ensures the proper documentation of all fire incidents and responses.
- Advises and makes decisions on unusual and difficult problems encountered by subordinate officers.
- Remains available 24 hours per day, seven days per week, for emergency response.
- Thorough working knowledge of Microsoft Office, to include Word, Excel, Access, PowerPoint, and Outlook.
- Thorough working knowledge of RMS.
- Attends training, conferences, seminars, and meetings to remain knowledgeable of modern fire/rescue response operations and administration; maintains required certifications.
- Provides public presentations concerning fire prevention practices and procedures.
- Fills Command Staff or General Staff positions as assigned during major emergency operations.
Additional

MINIMUM EDUCATION AND EXPERIENCE (Includes, But Not Limited To)
- Bachelor’s degree from an accredited college or university in Public Administration, Management, Business Science or technical field.
- Must successfully complete initial medical and physical evaluations and recertify annually in accordance with F.A.C. 69A-62 and NFPA 1582 standard.
MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
- Capable of operating in personal protective equipment (PPE) and Self-Contained Breathing Apparatus (SCBA) per state and federal safety standards.
- Must maintain all required certifications and licenses (including the Medical Director’s clearance) to perform Basic and/or Advanced Life Support patient care.
- Valid State of Florida Driver’s License.
- Florida State Fire Standards (per F.S. 633).
- Florida State certified as Emergency Medical Technician or Paramedic.
- Current CPR certification.
- Current ACLS and PALS certification for Paramedics.
- EVOC certification – 16 hours.
- State of Florida Fire Inspector II certification.
- State of Florida Fire Officer I; Florida Fire Officer II preferred.
- State of Florida Fire Investigator I certification required within 6 months of employment; Fire Investigator II preferred.
- State of Florida Safety Officer Certification required within 24 months of employment.
- Valid Florida Driver’s License required.
- Required FEMA (ICS) certifications must be completed within six months of hire.
- All candidates and employees must successfully pass background and drug screening.
- Employees may not exhibit any visible body art.
