Job Summary
The Deputy Chief of Administration reports to the Fire Chief and is responsible for administrative work assisting in the overall operation of the public safety department, including but not limited to policy development, budgeting, purchasing, hiring, and investigation of personnel matters. The position provides administrative direction and coordination of subordinate officers of the department, Emergency Manager, Fire Marshal, Division Chief of Administration, Professional Standards, Data Analyst, and Finance Coordinator.
The position understands, supports, and champions the key components of Commission of Fire Accreditation International (CFAI), self-assessment, standards of cover, hazard-risk analysis, and strategic planning.
The position strives towards maintaining the psychomotor skills that a Deputy Fire Chief might be required to perform within defined job responsibilities, including emergency fireground operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, But Not Limited To)
Administrative
- Performs administrative and supervisory work, assisting in the overall operation of the department.
- May assume responsibilities of the Fire Chief in his/her absence and report to District Manager as required.
- Responsible for administrative direction and leadership of all processes to attain and retain accreditation by the Commission of Fire Accreditation International (CFAI).
- Provides oversight, conducts research, develops, reviews and recommends modifications to departmental policies, procedures, and standards of service.
- Serves as the department liaison for all Human Resources related issues.
- Oversee investigations regarding Public Safety Department personnel and / or activities.
- Serves as negotiator in collective bargaining.
- Oversee the records management system (RMS) for the collection of data regarding all programs of the department and direct/coordinate the reporting of information from the RMS to measure performance.
- Lead in Administrative issues related to automatic aid, mutual aid, 9-1-1 dispatch, and ambulance transport.
- Analyze, identify solutions and recommend proposed actions to Fire Chief &/or designee for towards positive and timely resolution.
Budget/Finance
- Serves as lead in the development, implementation, and administration of the department’s budget.
- Responsible for identifying, securing, and administering grant funds for special programs and projects.
- Provides weekly and monthly updates relative to the status of departmental budget and special projects.
- Prepare monthly internal budget reports.
- Prepare 5-year Capital FFE plans.
- Prepare and conduct in-service training for VPSD staff on all financial related issues.
- Prepare budget presentations for all meetings, attending meetings as required.
- Resolve to a swift conclusion all budget conflicts that may arise.
- Prepare budget resolutions and fund transfer documents.
- Provides oversight of all procurement activity through review and approval of purchase requisitions, p-card payments, and check requests.
- Participates in the procurement and maintenance of fire / Fleet rescue apparatus and equipment, medical equipment and supplies, station equipment and supplies.
- Maintain and update cash handling procedures, do spot checks/audits throughout the year.
- Prepare and review account analysis for all department accounts in the general ledger to maintain budgeted dollar amounts.
- Review, approve, and process the bills and invoices for the Public Safety Department.
Payroll
- Serves as departmental liaison with District payroll relative to payroll procedures.
Operations
- Responds, as necessary, to emergency incidents and serves as incident commander.
- Ensures compliance with medical protocols, VPSD policies and procedures, and District policies.
- Ensures the proper security and administration of controlled narcotics.
- Ensures compliance with State of Florida laws, regulations, and codes pertaining to Emergency Medical Services and fire services.
Planning
- Leads the development of long-range planning for the department, provides oversight of all master, strategic, and action plans.
- Assists the Fire Chief in the development and maintenance of all formal agreements and contracts, such as mutual aid, automatic aid, and medical direction.
General
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, answering the telephone.
- Responsible for the management and oversight of the hiring process, employee requisition request, communications with applicants, review, evaluation, ranking, and selection.
- Responsible for the oversight of promotional and assessment centers utilized by VPSD.
- Cultivates and maintains effective working relationships within the department, the District, as well as outside of the organization.
- Supervises subordinate personnel through the department’s chain of command. This includes staffing standards, organizing, selecting or recommending selection, assigning and evaluating work, counseling, disciplining, and recommending termination.
- Reviews reports submitted by subordinates for completeness and accuracy; ensures the proper documentation of all emergency incidents and responses.
- Advises and makes decisions on unusual and difficult problems encountered by subordinate officers.
- Remains available 24 hours per day, seven days per week, for emergency response.
- Attends training, conferences, seminars, and meetings to remain knowledgeable of modern fire/rescue response operations and administration; maintains required certifications.
- Provides public presentations on behalf of the Fire Chief.
- May fill the role of Deputy Chief of Operations in his/her absence.
- Fills Command Staff or General Staff positions as assigned during major emergency operations.
Additional
- Performs other duties as assigned.
- May be expected to perform additional duties in an emergency.

MINIMUM EDUCATION AND EXPERIENCE (Includes, But Not Limited To)
- Bachelor’s Degree (Master’s preferred) from a regionally accredited college or university in Public Administration, Management, Business Science or technical field.
- Advanced education desired, or any equivalent training and experience which provides the required knowledge, skills, and abilities.
- Progressively responsible professional experience may be substituted on a year for year basis for the college degree.
- Prior experience with state / local government preferred.
- Ten years’ experience in progressive leadership positions.
MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS
- Certified Florida Firefighter (per F.S.S. 633).
- Fire Officer 1, 2, 3 and 4 (desired).
- State of Florida Paramedic certification.
- Valid Florida Driver’s License required.
- Required FEMA (ICS) certifications must be completed within six months of hire.
- All candidates and employees must successfully pass background and drug screening.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to)
Knowledge
- Proficient personal computer skills and basic intermediate (or better) level in knowledge of Microsoft packages involving Word, Excel, Outlook, Access and Power Point.
- Proficient in Emergency Reporting.
