Reporting directly to the Deputy Director, responsible for overseeing and coordinating the daily operations of the Training Division and the educational materials and personnel involved in all related programs, which include new employee education, continuing education, and professional development.
- Assists the Director and Deputy Director in planning, developing, recommending, resolving, and implementing executive level policies and procedures
- Organizes and directs the activities of personnel within the division, and assists with credentialing of staff
- Leads, mentors, develops, coaches, and evaluates personnel within the division and coordinates discipline measures with the Deputy Director
- May assume the duties of the Deputy Director, as deemed by the Director
- Coordinates within the division, department, Emergency Services departments, and other internal and external stakeholders to ensure quality of service and care
- Provides proactive and constant system-wide communications including system information, policies, and updates to the division
- Assists Deputy Director with budget preparation, including projections of needs, and monitors and manages given operational division budget
- Informs Deputy Director and other designated personnel regarding work progress, barriers, and concerns
- Coordinates with the Compliance Division Manager for quality assurance/improvement activities and identifies any additional training needs
- Attends meetings, conferences, workshops, and training sessions to remain current on practices, procedures, and new developments
- Investigates internal and external complaints as directed by the Director or Deputy Director and ensures all complaints are thoroughly and objectively investigated
- Assures the maintenance and completion of records, reports, and other information required for the division
- Enhances the division’s operational systems, processes, and policies, and ensures division personnel understand and adhere to them
- Maintains applicable certifications/licenses and ensures that all division licenses and certifications are up to date
- Partners with outside vendors and instructors to assist with curriculum and to provide training for the department
- Oversees public education and social media publications
- Plans, organizes, and coordinates monthly meetings to train and educate training staff on new and existing content
- Oversees the selection process for department trainers
- Maintains accurate records of education provided and skills performed as required by internal policies, Local, State, Federal, and other regulatory agencies
- Participates in long-term strategic planning for the division
- Establishes the evaluation criteria for and verifies the accuracy and compliance of all education offerings for Williamson County Emergency Communications (WCEC)
- Defines training expectations and makes performance recommendations, based on results, for initial and ongoing education within WCEC
- Identifies training needs within the department and assigns relevant monthly continuing education
- Registers the staff for training courses and conferences while remaining knowledgeable of budget and current spending
- Performs special duties as assigned

- Bachelor’s degree with focus in adult education, organizational development, training, or related area; or an equivalent combination of education and experience
- Four (4) years of experience developing and maintaining curricula and training materials while incorporating current adult learning principles into the design, development, and delivery of training to specific target audiences
- Four (4) years of experience identifying, developing, leading, and evaluating trainers and instructors
- Demonstrated supervisory experience in a multi-discipline 911 Call Taking and Radio Dispatch Center
- Advanced knowledge of Texas Commission on Law Enforcement (TCOLE) regulations and documentation requirements for course instruction and reporting
- Knowledge of emergency communication accreditation standards
- Demonstrated experience with Microsoft Office Suite
LICENSES AND CERTIFICATIONS
Required
- Active Texas Commission on Law Enforcement (TCOLE) Telecommunicator license
- Texas Law Enforcement Telecommunications System (TLETS), Texas Crime Information Center (TCIC), and National Crime Information Center (NCIC) full access certifications
- Completion of APCO Communications Supervisor certification course
- Completion of APCO Communications Training Officer certification course
- Completion TCOLE Basic Instructor course
Required within thirty (30) days of employment
- Valid driver’s license
- Federal Emergency Management Agency (FEMA) Incident Command System (ICS) 100, 200, 700, 800
- International Academy of Emergency Dispatch (IAED), Emergency Medical Dispatch (EMD), Emergency Fire Dispatch (EFD), and Emergency Police Dispatch (EPD) certifications
PREFERRED QUALIFICATIONS
- Master’s degree in a related field
- Six (6) years of experience developing and maintaining curricula and training materials while incorporating current adult learning principles into the design, development, and delivery of training to specific target audiences
- Six (6) years of experience identifying, developing, leading, and evaluating trainers and instructors
- Six (6) years of experience utilizing professional instructional design/curriculum development strategies and methods
