DISTINGUISHING FEATURES OF THE CLASS: Under the regular supervision of the Planning Director.Enforces land use ordinance, minimum housing code and various environmental codes; provides technical assistance to certain boards and commissions and public; inspects properties, maintains records, and prepares reports.

- Performs inspection work to enforce and secure compliance with land use requirements and various city ordinances.
- Inspects properties to ascertain compliance with pertinent building codes, minimum housing code and land use ordinances.
- Investigates complaints regarding overgrown lots, trash, and nuisances.
- Inspects and recommends for condemnation abandoned structures.
- Attends and testifies in pertinent court cases regarding enforcement activities.
- Prepares and presents pertinent information and documentation to committees and councils as required.
- Ensures that administrative procedures are followed for code enforcement.
- Answers questions from private citizens, contractors and builders regarding ordinances, North Carolina Building Codes, and their application
- Schedules, conducts, and issues directives regarding facts and orders for minimum housing and abandoned structures
- Maintains personal records regarding inspections documents.
- Investigates complaints concerning ordinance and code violations.
- Conducts building, electrical, mechanical, and plumbing inspections.
- Performs related tasks as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the zoning ordinance, minimum housing and various environmental codes; ability to read and interpret blueprints, site plans and designs and to ensure compliance with appropriate ordinances and codes; general knowledge of legal procedures related to the enforcement of ordinances and codes; ability to prepare factual reports and present same to appropriate board or commission; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with associates and the general public; ability to enforce ordinances and regulations with firmness, tact and impartiality.
ACCEPTABLE EXPERIENCE AND TRAINING: Any combination of education and experience equivalent to graduation from an accredited community college with course work in planning, engineering or related field and moderate experience in zoning enforcement or related work.
MINIMUM REQUIREMENTS: Possession of an appropriate driver's license valid in the State of North Carolina.
Additional Information:
A valid NC Class C Drivers License must be maintained for the entire duration of employment.
