Coordinates the activities of county departments, municipalities, public safety agencies, mutual aid forces and volunteer service agencies in the planning, response, recovery and mitigation of emergencies and disasters.•Conducts outreach to community agencies, businesses and government agencies to ensure planning and preparedness.•Responds to emergency incidents and disasters to coordinate and manage the activities of multiple agencies. •Coordinates response and recovery activities, as well as damage assessment operations, of all affected agencies in emergencies and disasters.•Makes presentations at schools, community agencies, civic groups and local government departments.•Coordinates the activities of Emergency Support Functions in the County Emergency Operations Center.•Coordinates county operations with state and federal agencies during disaster response and recovery; oversees activities of volunteer teams. •Assists the Emergency Management Division Chief in preparation and coordination of plans, grants, reports and other documents, to include those required by state and federal regulations.•Trains police officers, firefighters, EMS staff, and Public Works staff in hazardous materials response; conducts additional training as needed.•Monitors and supervises contract activities. •Manages the care and upkeep of equipment; assists in research of new equipment, vendors, and upgrades of existing equipment.•Conducts hazardous materials site surveys and vulnerability analyses; operates an emergency vehicle, as needed.•Creates, prepares, and proofreads departmental spreadsheets, web forms, software, and other various systems; verifies accuracy for submittal.•Functions in the capacity of the Emergency Management Division Chief in the event of his/her absence.•Performs related duties as required.Education, Training, and Experience: Associate’s degree with course work emphasis in Emergency Management, Public Safety, Business Administration, or a closely related field; supplemented by a minimum of two (2) years of experience in the public safety field, or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Experience in Microsoft Word and Excel is required. Must have experience using Emergency Management computer programs. Availability to respond to declared emergencies and on-call/standby assignments outside of normal duty hours is required. Experience in Microsoft Access and PowerPoint is preferred. Experience in Everbridge, WebEOC, CAMEO, ALoHA, and/or iPAWS is preferred. Experience in an administrative or supervisory capacity preferred. Licenses and/or Certifications: Requires a valid driver license. Incident Command System (ICS) 100, 200, 300, 400, 700, and 800 courses required. Hazardous Materials Awareness certification is required. Hazardous Materials Operations certification is required within one (1) years of employment.Physical Requirements: Requires the ability to operate a variety of machines and office equipment to include copy/fax machine, computers, and printers. Must be able to exert 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. Must be able to ascend/descend ladders, stairs, and the like, using feet and legs or hands and arms. Exhibits the ability to traverse uneven or irregular terrain while maintaining control of one’s self, and be able to tolerate stationary positions often up to 50% of the time. Requires the ability to position self in a bending, stooping, or possible crawling position on occasion. Must be able to demonstrate the use of precise dexterity to accomplish everyday tasks. Requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Must be able to detect and identify minute details and/or errors in various forms of field or computer work. Physical demands are in excess of those for sedentary work.Language Ability: Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others.Intelligence: Requires the ability to apply principles of emergency management and common sense understanding to carry out detailed written or oral instructions; to deal with several simultaneous problems involving many variables in evolving situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation.
