JOB SUMMARY
The Assistant Public Works Director, under the administrative direction of the Public Works Director, plans, manages, oversees, and directs the operations and services of the Engineering Division. This includes: technical engineering services, general administration, development and evaluation of public facilities and engineering programs; oversight and management of land development services; environmental programs, traffic engineering and the implementation of capital improvement projects; managing projects and contracts; performing research and administrative or technical activities necessary to achieve objectives; coordinating assigned activities with other divisions, departments, and outside agencies; providing highly responsible and complex administrative support to the Director of Public Works; and performing other related duties as required.
SUPERVISION RECEIVED AND EXERCISED
• Receives general direction from the Director of Public Works/City Engineer.
• Provides direct supervision for assigned clerical, technical and supervisory staff.
TYPICAL JOB DUTIES: – The following are example tasks that may be performed. Incumbents may not perform all of these tasks or may perform similar related tasks not listed here.
• Develop long and short-term work plans; implement goals and objectives.
• Organize and implement a capital improvement program; manage design and construction phases of multiple capital improvement projects.
• Manage engineering operations to support land development activities
• Issue permits within the City public rights-of-way.
• Assist in the preparation of the department’s operating budget, and the City’s capital improvement budgets.
• Oversee maintenance and construction contracts
• Oversee preparation of specifications for maintenance and construction contracts and pavement management monitoring.
• Assist the Public Works Director/City Engineer to coordinate engineering activities including right-of-way acquisition and construction contract administration.
• Assist the Public Works Director/City Engineer in the recruitment of personnel; conduct performance evaluations and recommend strategies to improve work performance. Recommend personnel actions necessary to maintain service delivery standards. Implement personnel actions as directed and in accordance with the City's personnel policies and procedures.
• Represent the department to other governmental agencies, professional business entities, local organizations, and community service organizations; respond to citizen inquiries and concerns, provide technical assistance when appropriate or necessary.
• Research and prepare technical and administrative reports; prepare written correspondence; prepare and present staff reports and other general correspondence.
• Maintain and foster respectful working relationships with co-workers, other City employees, and the general public; maintain good customer service practices with the public and business community.
• Perform related duties as assigned.
QUALIFICATIONS
Knowledge of:
Principles and practices of contract administration and public works construction; materials, equipment, and practices involved in construction maintenance and repair; principles and practices of leadership, motivation, team building, and conflict resolution; pertinent local, state, and federal rules, regulations and laws; office procedures and current computer technology application specific to Engineering; right of way permits, and public/private construction projects; budgeting procedures and techniques.
Ability to:
• On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; reference laws, regulations, and codes; observe performance and evaluate staff, problem solve department related issues; remember various rules; and explain and interpret policy.
• On a continuous basis, sit at desk, operate computer software programs, and in meetings for long periods of time. Intermittently twist to reach equipment that surrounds the desk; perform simple grasping and fine manipulation; use telephone and communicate through written means.
• Organize and implement capital improvement program recommendations.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Analyze problems and identify alternative solutions; project consequences of proposed actions and implement recommendations in support of the department's goals.
• Gain cooperation through discussion and collaborative participation.
• Interpret and apply City and departmental policies, procedures, rules, and regulations. Prepare and administer a budget.
• Supervise, train, and evaluate personnel.
• Communicate clearly and concisely, both orally and in writing.
Experience and Training:
Any combination of experience and/or training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
• Experience: Five years of increasingly responsible experience in public works, civil engineering, and contract administration.
• Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Engineering or Construction Management.
License or Certificate:
• Registration as a Professional Civil Engineer in the state of California is preferred
• Possession of a State of California driver’s license
ENVIRONMENTAL CONDITIONS
Work is generally performed in a temperature-controlled office environment subject to typical office noise.
Salary Range: $11,467 - $13,938 per month
Work Schedule: 9/80 Work Schedule
Cafeteria Plan: $1,550 per month toward health/dental/vision insurance premiums
Vacation/Sick Leave: 80 Hours of accrued vacation within first year; 8 hours per month of sick leave with a maximum of 1,250 Hours.
