Information Technology Director
Pay Range: $92,849.80 - $139,273.67

General Statement of Duties: The Information Technology (IT) Director will oversee and lead the IT department. This role involves strategic planning, development, and management of all aspects of IT infrastructure, services, and security, ensuring the delivery of efficient and effective technology solutions for internal departments and public services. The IT Director will work closely with other department heads and the City Manager’s Office to ensure the municipality’s technology systems support its goals and improve service delivery. Perform complex professional work in planning, implementing, and maintaining the City’s information technology investments; perform related duties as required.
Distinguishing Features of the Class: This employee is responsible for the integration of technology complimentary with the strategic goals of the City. The Information Technology Director implements and maintains hardware, software, and networking components for the City. This employee specifies equipment and coordinates with outside contractors and consultants to facilitate processes through information technology solutions. The work is performed in coordination and in support of all City departments and requires open lines of communications with technology users. Work is performed independently but is performed under the general supervision of the Assistant City Manager.
Essential Duties & Tasks
- Lead, manage, and develop the IT team, including a system administrator, and support staff.
- Develop and implement a comprehensive IT strategy that aligns with the municipality's objectives and goals.
- Provide long-term direction and vision for technology growth, integration, and innovation across municipal departments.
- Maintain strong relationships with other municipal department heads to identify technology needs and priorities.
- Recommend and implement improvements in IT systems, processes, and procedures.
- Prepare and manage the annual IT budget, ensuring resources are allocated effectively to support departmental initiatives.
- Oversee procurement of IT hardware, software, and services, ensuring value for money and adherence to procurement policies.
- Oversee the design, implementation, and management of the municipal network infrastructure, including servers, storage, cloud services, and cybersecurity systems.
- Ensure the availability, reliability, and performance of municipal systems, including emergency services, financial management, and public-facing services.
- Oversee data management, backup, disaster recovery, and business continuity planning to ensure the protection of critical information.
- Manage vendor relationships for IT support, software, hardware, and cloud services.
- Develop and enforce policies to safeguard municipal data, networks, and digital assets from cybersecurity threats and vulnerabilities.
- Ensure compliance with relevant government regulations, including data privacy, accessibility standards, and public records requirements.
- Monitor and report on emerging cybersecurity threats and implement proactive measures to protect the municipal IT environment.
- Oversee IT support services for all departments, ensuring timely resolution of technical issues and minimal disruption to operations.
- Provide leadership and guidance on troubleshooting and problem-solving for critical systems and technologies.
- Ensure that IT staff provides effective, customer-focused support to internal and external stakeholders.
- Lead and manage IT-related projects, ensuring timely completion within budget, meeting requirements, and addressing municipal needs.
- Coordinate with external consultants and vendors to implement large-scale technology solutions and upgrades.
- Develop and implement training programs for staff on new technologies, IT systems, and software applications.
- Stay informed of technological advancements and ensure the department is equipped with current knowledge of emerging trends and tools.
Knowledge, Skills & Abilities
- Strong knowledge of IT systems, infrastructure, hardware, software, and networking.
- Proficiency in cloud technologies, cybersecurity best practices, and data protection regulations.
- Familiarity with government-specific regulations, policies, and public sector technology requirements.
- Excellent project management skills with the ability to handle multiple priorities and meet deadlines.
- Strong verbal and written communication skills, with the ability to effectively communicate technical concepts to non-technical stakeholders.
- Ability to lead, motivate, and mentor staff while fostering a collaborative work environment.
Physical Requirements: This position involves work requiring the employee to occasionally exert up to 20 pounds of force and less force frequently to move objects. Physical activity related to this position may include climbing, stooping, kneeling, crouching, reaching, walking, pushing, pulling, fingering, feeling, hearing, and talking. Sufficient visual acuity is required to use computers, visually inspect small parts for defects, use measurement devices, and assemble parts. An employee in this position may be exposed to the hazards of working near electrical currents or in proximity to moving mechanical parts. The role may involve occasional on-call duties, evening, and weekend work. Occasional travel between municipal buildings or to external training or vendor sites may be required.
Desirable Education & Experience: Bachelor's degree in Computer Science, Information Technology, or related field. A Master’s degree or professional certifications (e.g., PMP, CISSP) is preferred. Minimum of 8-10 years of progressively responsible experience in IT management, including at least 5 years in a leadership role, ideally within a governmental or public-sector environment. Experience in managing IT teams and projects for a medium to large organization, preferably in a municipal government setting.
