Develops, promotes, and coordinates the County plan for the aging; represents the County of Hawai'i at the State Commission on Aging; oversees the operations of the County's Aging and Disability Resource Center; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Office of Aging - Administration Division in Hilo.
The eligible list may be used for for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Serves as Executive Secretary to the County Committee engaged in furnishing of consultative, technical or information services to public or non-profit agencies and organizations concerned with problems of aging.
- Administers County's plan and programs on aging and disability resources.
- Develops and directs long range plans to meet Federal requirements for a comprehensive and coordinated system of services.
- Serves as a resource to the Mayor, the Committee on Aging, the State Executive Office on Aging, and other agencies, community organizations, and individuals when called upon.
- Interprets laws, requirements, and regulations relating to the aging and disability resources and provision of services.
- Provides guidance and technical support to staff, service providers, community organizations, etc.
- Continuously seeks new resources for programs serving the elderly to include public and private funding sources.
- Manages all grants for the Office of Aging in accordance with established guidelines; periodically reviews and evaluates other programs and grants serving the elderly.
- Manages funding mechanism, reporting procedures, and evaluation methods of the office.
- Evaluates programs, projects, and services provided by county, state, or private agencies and organizations; addresses service quality issues as needed; reviews feasibility of and recommends modifications to adapt programs to meet the ADRC's objectives; develops modifications and implements services.
- Keeps abreast of federal, state, and county regulations relative to programs, budgeting, allocation, and distribution of funds, and reporting requirements.
- Advocates on behalf of older individuals, caregivers, and the older population in general that includes legislation supporting elderly benefits and services; makes presentations on issues related to aging and caregiving.
- Participates in public events to promote public awareness of the problems, needs, and services provided for the aging population.
- Manages the annual agency budget, participates in administrative and legislative reviews to justify expenditures; monitors program expenditures.
- Represents the Office of Aging and the Aging and Disability Resource Center (ADRC) on various boards and committees.
- Maintains and fosters collaborative relationships with relevant eldercare community based private and public agencies including those working with the disabled population of all ages.
- Directs the conduct of County-wide studies of need assessment for older persons and reviews and approves recommendations and plans for action.
- Administers the information and referral service to counsel the elderly and their families in finding services.
- Compiles facts regarding requests of the elderly for program planning.
- Acts as liaison between the elderly and the Committee on Aging.
- Prepares plans of actions and recommendations, including budgetary requirements.
- Maintains records of the Committee and account for all fund expended.
- Prepares requisitions for equipment and supplies by prescribe County regulations.
- Maintains files and library.
- Prepares correspondence.
- Prepares articles, reports another publications.
- Meets with the elderly in groups or individually.
- Arranges for meetings, conference and workshops on aging a County-wide basis.
- Disseminates all information from the State Commission on Aging.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a baccalaureate degree in social work, sociology, psychology, gerontology, counseling, public administration, business administration, public health or related field (scan and attach a copy of your official college transcript to your application), and
- three (3) years of responsible professional work experience in case management and/or planning of programs dealing with the elderly and/or individuals with disabilities, of which
- two (2) years shall have included supervisory experience that involved the planning, organizing, scheduling, evaluating, and directing the work of others, and
- possession of a valid State of Hawai'i driver's license (Class 3) or any other comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: Principles and practices of behavioral sciences, aging, and disability; casework methods and techniques such as assessment and diagnosis used to evaluate and provide long term support services for individuals; research, evaluation and interviewing methods and techniques; program budgeting and planning; grant writing and report writing; community organizations and resources pertaining to older adults and persons with disabilities. Characteristics and needs of the aging population; Various social, psychological, economic and emotional factors influencing the behavior and attitudes of the aging population; Federal requirements of aging and disability programs; and community resources and their effective utilization in assisting the aging.
Ability to: Develop long range plans, policies and procedures; Understand, interpret, and apply laws, rules and regulations pertaining to the agency's programs; Research, collect, analyze, and evaluate information; Assess and evaluate program deficiencies and implement changes; Prepare comprehensive reports; Identify alternative actions; Understand case management framework and methodology; Establish and maintain effective working relationships with diverse populations and members of interdisciplinary teams; Communicate effectively orally and in writing; and Supervise and manage the work of others.
