Overview
The Deputy Director-Airport Operations is responsible for the operations, safety, security, and emergency readiness at the Dallas Airport System. The position oversees all security, emergency management, and public safety activities and functions at the airport, ensuring compliance with regulations and the safety of operations throughout the airport. This position provides emergency response to terminal or landside emergencies, coordinates immediate incident command, and serves as the primary contact for the TSA and city police, fire, and security services. Serves as an advisor to the CEO/Airport Director / City Council / City Management on operations, security, safety and emergency management strategies for the Airport System. This position reports directly to the CEO/Airport Director.
Essential Functions
1 Oversees team that collaborates with the Transportation Security Administration (TSA) and Customs & Border Protection (CBP), conducting periodic meetings to align with the Dallas Airport System’s mission.
2 Works with the Emergency Operations Center and other local agencies on emergency response efforts.
3 Maintains Airport Security Plan (ASP).
4 Acts as the Deputy Emergency Coordinator, overseeing the Airport Emergency Plan.
5 Maintains the SMS manual, ensuring compliance with Federal, State, and local safety laws. Manages confidential reporting systems, compiles reports, and files them with the Accountable Executive of the SMS program.
6 Establishes short-, mid-, and long-term goals and objectives.
7 Oversees the implementation of the Airport Certification Manual (ACM) and Appendices, including the Airport Emergency Plan (AEP), Wildlife Hazard Management Plan (WHMP), and Snow and Ice Control Plan (SICP); supports and manages other plans to facilitate airport operations and general aviation functions.
8 Oversees various safety inspections to maintain regulatory compliance of the airport and its operations; supports the FAA Safety Certification Inspector annually to ensure compliance with all regulations; provides necessary documents and metrics for inspection; supports other management in providing information and maintaining standards within the airport grounds.
9 Performs any other work as needed or assigned.
Knowledge And Skills
1 Knowledge of local, state, and federal laws and regulations related to airport security and emergency management.
2 Knowledge of TSA and FAA regulations.
3 Experience and knowledge of the National Incident Management System (NIMS) and the Incident Command System (IS-700, ICS-100, ICS-200, ICS-300, ICS-400 and IS-800). Knowledge of Safety Management Systems and experience in SMS manuals, Safety Risk Assessments and incident/accident investigations preferred.
4 Ability to collaborate with support agencies including TSA, Dallas Police Department, and Dallas Fire Rescue.
5 Knowledge of Safety Management Systems (SMS) principles and risk management methodologies.
6 Understanding of airport emergency procedures and practices.
7 Thorough knowledge of Part 139 requirements for incident emergency management, training, and exercise planning/operations.
8 Proficient in assessing and implementing airport building access, automated and manual security systems, and computerized access control systems.
9 Knowledge of human relations, supervision, and management.
10 Skilled in planning, assigning, training, directing, and evaluating clerical/administrative, trade/technical, or professional employees.
11 Ability to manage unit/program activities effectively.
12 Capable of establishing and achieving operating goals and objectives for the unit.
13 Strong project management skills.
14 Ability to negotiate and develop contractual agreements.
15 Proficient in budget development and administration.
16 Excellent verbal and written communication skills.
17 Ability to establish and maintain effective working relationships.
18 In-depth knowledge of airport operations, emergency management and safety, and regulatory requirements.
19 Knowledge of human resources, procurement, budgeting, organizational and leadership development in a municipal environment.
Education
Bachelor’s Degree in Aviation Management or Aviation-related field.
Experience
- Ten (10) years of professional level experience which involved responsibility for Airport Operations, Airport Security, or Aviation Industry Public Safety and Law Enforcement and Emergency Management
- Five (5) years of progressive management experience of three or more teams.
Other Requirements
Must pass Transportation Security Administration (TSA) background check.
Salary Range
$145,692.85 - $182,116.06
