Duties and Responsibilities:
- Responsible for the development and execution of procurement strategies and guidelines;
- Procure goods and services through competitive sealed bidding, competitive negotiation, sole source, cooperative and emergency procurement methods;
- Write complex specifications, scope of services, addendum, and change orders;
- Ensure public procurements are compliant to all state and local procurement laws and ethical standards;
- Facilitate all pre-bid conferences, online bid openings, interviews, and negotiation sessions;
- Work effectively with vendors, supplies, salespeople, stakeholders, City staff, and City Council;
- Reviews and negotiates all goods and services contracts;
- Performs procurement training in groups or with individuals;
- Other duties as assigned
Requirements:
- Any combination of education and experience equivalent to a Bachelor's Degree in personnel management, business administration, logistics, public administration or closely related field
- Virginia Contracting Officer (VCO) or Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) or Certified Procurement Manager (CPM) or equivalent certification is preferred
- Ability to establish and maintain effective relationships with other city officials, employees and the general public
- Ability to present facts and recommendations effectively in oral and written forms
