The
Economic Development & Housing Manager performs professional-level work to support the County’s economic development and affordable/workforce housing strategies. Reporting to the Economic Development & Housing Director, this role plays a vital part in identifying opportunities for sustainable economic and housing growth, managing programs, and implementing strategic initiatives. SALARY RANGE: $97,779.05 - $137,049.91/annually
Minimum Qualifications
- Graduation from college with a bachelor’s degree in public administration, economic development, marketing, urban studies, planning, real estate, or a related field; AND
- Five (5) years of responsible experience in economic development, affordable/workforce housing, business development, marketing, tourism, real estate, or closely related field; OR
- An equivalent combination of education and experience.
- Valid driver’s license required.
- Certifications Desired: American Institute of Certified Planners (AICP), International Economic Development Council (CEcD), or Housing Development Finance Professional (RHDFP).

Essential Functions
Essential and other important responsibilities and duties may include, but are not limited to, the following:
- Serves as Executive Director of the newly formed Summit County Housing Authority.
- Works closely with the US Department of Housing and Urban Development to ensure that the Summit County Housing Authority complies with all federal regulations and requirements applicable to housing authorities.
- Prepares, implements and administers the housing budget for the Summit County Housing Authority.
- Develops and submits all Housing related grant applications.
- Presents information to the Summit County Council and The Housing Authority, including general reports, agendas, presentations, resolutions, agreements, and Memoranda of Understanding; represents the Housing Authority at all community events, forums, working groups and governing bodies.
- Assist in the development and implementation of goals, objectives, policies, and priorities for sustainable economic development programs and in support of the County’s economic development strategies.
- Conduct research, tracks business trends, development patterns and real estate activity, compile statistical information, analyze findings, and make recommendations.
- Provides prompt and thorough responses to inquiries from the public, business owners and other County partners.
- Plans, promotes, organizes, implements, and evaluates a variety of economic and affordable/workforce housing programs.
- Under the direction of the County’s Economic Development & Housing Director, administers the County's affordable housing programs including asset management of any County owned housing units.
- Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
- Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; attends County Council, Planning Commission, and other board meetings, conducts presentations, and provides technical advice regarding assigned functions; prepares and conducts public meetings and presentations for community groups.
- Serves as a liaison and provides technical guidance and assistance for assigned functions with other County departments, divisions, businesses, outside agencies, and other interested parties; provides staff support to commissions, committees, and task forces as necessary.
- Advanced knowledge of procedures, standards, practices, information sources, and trends in the fields of affordable housing, real estate asset management, redevelopment, tax increment financing, low-income housing tax credits and/or CDBG/HOME grant administration.
- Assists interested businesses and industries in identifying potential sites, securing County approvals, identify financing opportunities and works with the development community.
- Works with developers, property owners, real estate professionals and consultants on the acquisition, lease, and sale of buildings and vacant land.
- Prepares and distributes marketing and promotional materials for a variety of County economic development and housing programs and projects.
- Serves as a point of contact for information, expansion-related requests from existing employers.
- Prepare professional level reports, letters, presentations, and other written communications.
- Develops and maintain relationships with the business community and community partners to foster sustainable economic vitality and to increase affordable/workforce housing opportunities.
- Work with local hospitality industries and other community partners to attract visitors, increase overnight stays and improve the visitor experience.
- Assist in the preparation and administration of the Economic Development Program Budget.
- Provides technical assistance to local businesses and organizations applying for federal, state, or regional incentive programs to aid in economic recovery and/or expansion.
- Coordinate entrepreneur, business and workforce development trainings and workshops to assist local businesses.
- Coordinate with other County departments, divisions, outside agencies, and service providers.
- Meet with public groups, clubs, organizations, and agencies to explain and promote programs that encourage sustainable economic vitality and affordable/workforce housing programs in the County.
- Under the Direction of the Economic Development and Housing Director assists with the administration of the Summit County Community Development and Renewal Agency and Economic Development Advisory Board.
- Work collaboratively with public and private entities to achieve economic development goals and organize creative funding mechanisms such as Tax Increment Financing (TIF) and/or various grants.
