PURPOSE OF CLASSIFICATION
Under direction of the Fire Chief or Deputy Fire Chief, the Division Chief directs, manages, supervises, and coordinates the activities and operations of the department. The Division Chief is responsible for the overall management and supervision of personnel in an assigned division: Emergency Medical Services Division, Logistics and Support Services Division, and Safety, Training, and Wellness Division. The members of the Command Staff shall all fulfill the essential job functions as directed and may be rotated between assignments as a Division Chief at the discretion of the Fire Chief. These positions work under the direct supervision of the Deputy Chief.

Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Formulates, participates in, or determines the development and implementation of goals, objectives, policies, and priorities for the department and assigned programs.
Formulates, participates in, determines and administers policies and procedures; oversees and participates in the development of new fire/EMS/life-safety related programs.
Prepares specialized budgets related to assigned activities; assists in budget implementation; participates in forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget.
Supervises personnel including provision of timely performance evaluations; recommends and implements approved discipline; provides staff development; and maintains high standards necessary for efficient, professional operations.
Conducts and documents formal and informal counseling sessions with subordinates; corrects work deficiencies and develops work skills; anticipates and resolves potential problems that may affect job performance.
May transfer, suspend, or discipline employees.
Participates in the grievance resolution process.
May participate in the development of negotiation strategies and bargaining proposals for management.
Responds to major emergencies including but not limited to fires, medical calls, hazardous material emergencies and natural disasters.
Participates in on-the-scene fighting of fires, ensuring adherence to department protocols and safety standards during active fire operations.
Performs direct supervision of assigned firefighting units, ensuring efficient and safe execution of fire suppression, rescue, and emergency medical operations.
Actively engages in fire prevention activities, including fire hazard identification, public education, and risk reduction strategies.
Provides firefighter training, ensuring that all personnel receive up-to-date instruction in firefighting techniques, safety practices, and department protocols.
Maintains certification and complies with requirements outlined in s. 633.408.
Supervises and ensures compliance with operational protocols for firefighting activities, fire prevention efforts, and firefighter training.
Ensures direct supervision and command of firefighting units, fire prevention teams, or firefighter training activities as applicable to the position.
Serves as a supervisor or command officer, overseeing members responsible for firefighting duties, fire prevention efforts, and firefighter training.
Meets with shift officers, ensuring the daily operations are run consistently and efficiently. Ensures adequate station and unit staffing.
Schedules, assigns work, and delegates authority to department personnel; supervises subordinates in the performance of assignments.
Acts as department liaison in various county and state Fire/EMS organizations, with the various receiving hospitals, with the medical director, and with various institutions of paramedic training.
Liaisons with members of the general public in emergency and non- emergency settings, members of Town departments, local public service agencies and with members of other local, state, and federal agencies.
Duties when assigned as Division Chief of Safety , Training, and Wellness:
Delivers, schedules and coordinates internal training programs.
Identifies, recommends, manages, develops, schedules, and coordinates long and short-range training programs for shifts, engine companies, volunteers, and departmental staff including In-Service trainings; task and performance measurement; new personnel/volunteer training; proficiency and performance testing; Federal and/or State mandated safety training; and other departmental training needs required to address anticipated emergency conditions.
Maintains accurate records of the departments training activities; Provides planning, direction, and development of training facilities for current and future uses.
Serves as the Department’s Health, Safety, and Wellness Officer; maintains responsibility for the illness and injury prevention program and the wellness program; chairs the Safety and Health Committee.
Maintains liaison with other public and private educational organizations.
Assures that areas of responsibility are performed within budget; performs cost control activities; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to state and local codes, policies and procedures.
Implements policies, procedures and standards for efficient and effective operation and maintenance of department operations.
Actively participates in departmental safety programs.
Develops and maintains both an Officer and Career Development Program.
Provides assistance for tests and evaluates probationary employees.
Insures intact professional officer and career development program.
Ensures that the department keeps up with all statutes and administrative codes related to training and safety.
Duties When Assigned As Division Chief Of EMS
Supervises day-to-day activities of assigned Emergency Medical Services (EMS) staff to ensure Division goals are met and high-quality customer service is maintained.
Assigns work and delegates responsibilities to staff and monitors progress.
Assists with other personnel activities of staff such as hiring, training, performance appraisals, scheduling, disciplinary matters, rewarding, and motivating. Cultivates strong working relationships and builds trust among team members.
Performs technical work in the provision of basic emergency care and transportation.
Assists and directs EMS crew members and First Responders under normal and adverse conditions.
Researches and prepares evaluations and testing modules; Administers and scores tests; Assists in developing ongoing in-service programs; Assists with remedial training for employees with unsatisfactory performance; Provides training and guidance to department employees on best practices in service.
Reviews patient care reports for compliance with protocols, completeness, and accuracy.
Coordinates care and interoperability between outside EMS agencies, hospitals, and medical direction.
Coordinates with the Medical Director in establishing emergency medical standing orders and protocols under the direction of the Fire Chief.
Inspects work areas and quick response vehicles for cleanliness, proper maintenance and possible safety violations.
Coordinate and direct the department’s EMS operations in conjunction with other department staff officers.
Investigates and prepares reports for work-related accidents, such as vehicle accidents, employee injuries, and injuries to patients.
Investigates and prepares reports for complaints received from physicians, patients, and the general public.
Responsible for the EMS budget to purchase supplies, equipment, training devices, and monitor contracts with vendors and cooperating agencies; Monitors the budget throughout the year; Designs, maintains, and deploys a system for ordering, tracking, and delivering EMS supplies and equipment.
Conducts and maintains job safety analysis and coordinates the division's regulatory compliance such as State Statutes and Florida Administrative Code.
Develops and maintains relationships with local fire districts and other first responders.
Represents the EMS Division at community and industry meetings and events.
Assists in the development and implementation of department policies and programs.
Duties when assigned as Division Chief of Logistics and Support Services:
Participates in recruitment and selection activities; makes recommendations for appointment of new personnel/volunteers; assists with orientation and training.
Assures all equipment, safety clothing, apparatus, and supplies are specified, purchased, received, inventoried, and distributed in an effective manner, consistent with Town policies, State/Federal laws, and related recognized industry standards.
Maintains Town apparatus and equipment, ensuring a constant state-of-readiness; conducts needs assessment for apparatus/equipment; oversees and participates in design, planning, and implementation of new apparatus/equipment; maintains accurate apparatus/equipment maintenance records.
Manages and oversees the selection of vendors, the purchasing process for the department, and the development of budgets for capital items and equipment.
Conducts inspections at Town fire facilities, ensuring facilities are maintained; oversees repairs; coordinates with vendors; maintains facility records; oversees and participates in design and planning of new fire facilities.
Performs administrative tasks, i.e., emergency planning for disaster response, development of the department budget, personnel scheduling and certification, equipment inventory maintenance, public speaking, education, and community relations.
Additional Functions
Serves as a member of various Town of Jupiter employee committees, as assigned.
Represents the Town of Jupiter at meetings, when requested.
Minimum Qualifications
Performs other related duties as required.
Associates Degree or higher in Fire Administration, Fire Science, Emergency Medical Services, Business Administration, Public Administration, or closely related field.
A minimum of ten (10) or more years of Fire-Rescue service experience with experience in prehospital ALS services.
A minimum of five (5) or more years of responsibility at a level of Fire Captain or higher.
Florida State Certified Firefighter II (Florida Statute 633.408 compliant).
Florida State Certified Paramedic meeting all training requirements set forth by Florida Administrative Code 64J-1.020.
A comparable amount of training, education or experience can be substituted for the minimum qualifications.
A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized, and the ability to obtain the State of Florida license within thirty (30) days from the date of employment is required.
Preferred Qualifications
Bachelor’s degree in Fire Administration, Fire Science, Emergency Medical Services, Business Administration, Public Administration, or closely related field.
Florida State Certified Paramedic meeting all training requirements set forth by Florida Administrative Code 64J-1.020.
State of Florida Fire Inspector Certification.
State of Florida certification as a Fire Officer I or greater.
State of Florida certification as a Fire Service Instructor I or greater.
Prior experience in an ISO Class 1 or CPSE accredited department.

Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
