This program manager position oversees the engineering aspects of development review services associated with Land Use Applications. This position supervises a staff of four Engineers and manages complex engineering work in the design, investigation, and construction of public works and utility projects as it relates to new land development and utility construction. The position provides project management and project engineering expertise to various types of public works projects and applies extensive and diversified knowledge of engineering principles and practices across broad areas of assignments. This position works with a high degree of independence in making decisions and managing assigned areas.
The pay range for this position is $105,966 to $169,271 annually. The anticipated hiring range will be around the midpoint of the pay range for well-qualified applicants.

Leadership and Supervision
- Manages the engineering team through a collaborative, team-based approach. Meets regularly with team members to provide support and feedback. Encourages and inspires staff to develop, grow, and perform their best. Fosters a welcoming and inclusive work environment.
- Performs the full range of supervisory duties, including recruiting, hiring, training and development, coaching and mentoring, conflict resolution, assigning and reviewing work, employee recognition, and performance management. Provides timely and meaningful feedback to team members. Sets priorities, goals, and objectives for staff in consultation with the Division Manager.
- Develops, monitors, and determines staff workload responsibilities and resource allocation. Acquires necessary resources for staff to perform functions. Provides the team with opportunities to help them learn and grow in their profession.
- Provides leadership and support in implementing innovation and change initiatives that are initiated at the Division, Department, or County level.
- Provides leadership and support for Accela enhancements and other IT projects in the Division.
- Ensures the flow of key communication to staff members from sources such as Quarterly Communication Meetings, Department Staff Meetings, etc.
Management of Program
- Oversees engineering functions as it relates to development review / land development services.
- Ensures adherence to County engineering standards and protocols. Makes recommendations for updates to County standards, protocols, practices, standard plans, manuals, and specifications.
- Oversees the Department’s floodplain management program.
- Coordinates with other PWD Divisions and other County or State departments on engineering projects.
- Attends meetings as the Division’s or Department’s representative and serves on boards, committees, and workgroups as the Division’s/Department’s representative and/or as a technical liaison.
- Attends and presents at BOCC public meetings/hearings and study sessions. Provides support to staff when they need to present at such meetings.
- Oversees and participates in special projects and engineering studies.
- Responds to public inquires and resolves issues raised by customers.
- Reviews complex or novel cases that may require the development of new or improved techniques and procedures.
- Tracks and reviews data in support of existing performance measures. Makes recommendations on new performance measures that would benefit the operations.
- Assists Division Manager in budget development and monitoring as needed.
- Ensures policies and procedures are being adhered to, identifies gaps, and makes recommendations.
- Conducts audits and research, analyzes trends, and collaborates with other supervisors to recommend process improvements that will drive efficiencies within the Division or across the Department.
- Actively participates in a variety of meetings with Department and County colleagues, customers, colleagues in other jurisdictions, and with elected officials.
Engineering Duties
Performs the full range of Engineer case management functions as needed for assigned cases:
- Supervises the development of designs, plans, specifications, and estimates for the construction of public works/utilities projects.
- Inspects project sites to assist in finding workable solutions to difficult problems.
- Interprets specifications and County policy and makes change orders.
- Reviews construction plans prepared by private engineers.
- Checks computations and specified materials for accuracy and compliance with regulations.
- Upgrades County standard plans, specifications, and design criteria manuals.
- Reviews subdivision and parcel maps.
- Participates in the selection and supervision of private professional consultants for the development of plans, specifications, studies, and reports.
Knowledge, Skills, and Abilities:
- Knowledge of advanced principles and practices of engineering, project planning, and project management.
- Knowledge of various methods and techniques used in the design and construction of a wide variety of public works and utilities engineering projects.
- Knowledge of applicable laws and regulatory codes relevant to engineering design and construction.
- Knowledge of effective management and supervisory principles and practices.
- Ability to make complex engineering computations and check, design, and supervise the construction of a wide variety of public and private facilities.
- Ability to read, understand, and correctly interpret plans, principles, and regulations to determine compliance.
- Ability to direct and coordinate the work of professional, technical, and support staff.
- Ability to communicate effectively, both verbally and in writing.

Education and Experience:
- Bachelor's degree with major coursework in civil engineering or a closely related field is required.
- Minimum of eight (8) years of professional-level engineering experience, with at least three (3) years in transportation, stormwater, construction, or civil engineering is required.
- License as a Professional Engineer in the State of Colorado is required or the ability to obtain such licensure within 6 months of hire.
- Floodplain management or civil sitework including transportation experience is preferred.
- Experience as a team lead, supervisor, or project manager is preferred.

Additional Requirements:
- This position requires successful completion of pre-employment background and motor vehicle checks.

Work Environment:
- After the first 90 days of employment, this position is eligible for a hybrid work schedule (combination of remote and in-office work) under current department policy.
- Work is generally confined to a standard office environment, although occasional exposure to hazardous road conditions and weather elements can be expected while in the field.
