SUMMARY: Under administrative direction, manages and directs all phases of the parks and recreation department to meet the community’s need for public parks and recreation.
Primary Duties And Responsibilities

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
- Develops and implements Department operation standards and expectations for park facilities and services.
- Creates, reviews, and implements organization-wide policies and procedures.
- Interviews, hires, and develops performance expectations for Department staff; identifies, prepares, and communicates staffing requirements; provides direction and guidance for division leaders and administrative staff.
- Implements safety programs and requirements and programs to ensure staff and public activities are conducted in a safe and secure manner.
- Plans, prioritizes, and develops department budgets including revenue and expense, operating, and capital budgets; manages overall fiscal accountability of the Department.
- Monitors, analyzes, and evaluates Department fiscal performance standards; oversees Department capital improvement plan.
- Oversees the maintenance of public rights-of-way, parking lots, and side-walk snow removal; responsible for clean, safe, and well-maintained public restroom facilities.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
Minimum Qualifications
Education and Experience:
- Bachelor’s Degree in Recreation Management, Business Management, Facility Management, or related field
- Master’s Degree preferred
- 3+ years of experience as a Director in department or function
- 10+ years of progressively responsible experience in recreation management, which includes administrative and fiscal management
Required Licenses And Certifications
- Must possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
- Certified Parks and Recreation Executive (CPRE) Certification.
Required Knowledge Of
- Principles and practices of effective project management, leadership, supervision and training.
- Recreation and facility programming.
- Principles and practices of business marketing and development.
- Urban and recreation planning, design, and development.
- Federal, state, and local laws, codes, and regulations.
Required Skills In
- Administering, applying, and enforcing rules and regulations.
- Developing and implementing various budgets.
- Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely
- Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software; functioning standard office equipment.
Physical Demands/Work Environment
- Work is performed in a standard office environment.
- Required to work unsupervised in the presence of children or vulnerable adults.
