Purpose
Under direction of the Fire Chief, designs, administers, implements, and oversees a comprehensive modern community risk reduction and fire prevention program; provides responsible and technical staff assistance; coordinates assigned activities and services with other divisions and outside agencies; and performs related work as required.
About The Role
This is a single-position management classification. This position exercises direct supervision over division staff. Duties include directing the day-to-day supervision of community engagement and risk reduction, code enforcement, and fire prevention staff; providing technical expertise related to fire code, engineering, plan check, and fire inspection and investigation techniques and procedures; supervising the plan checking of industrial, commercial, and multi-family residential structures, including Title 24 Regulations; performing difficult and complex fire related inspections and fire investigations. As an officer in charge of the Bureau of Community Risk Reduction and Fire Prevention Division, this position provides strategic leadership that is communicative, collaborative, and equitable.
Examples of Duties
- Develops, coordinates, maintains and supervises all fire prevention programs by establishing procedures, assigning work, conducting training, and evaluating staff; interprets, applies, and ensures compliance with all applicable fire-related codes, ordinances, and regulations.
- Manages the development and implementation of program objectives and budgets.
- Develops and implements new programs that enhance the Fire District’s organizational goals.
- Meets with engineers, architects, contractors, business community, property owners, and the public to provide information and discuss and interpret codes, ordinances and division policies; resolves disputes and problems as necessary.
- Oversees field inspections to ensure compliance with state and local fire and code enforcement laws and ordinances.
- Oversees plan checks for industrial, commercial, public, and residential structures and buildings for compliance with fire related codes and ordinances in residential, business, or public buildings to ensure compliance with applicable fire-related building, electric, mechanical, fire and safety codes, safety orders, ordinances, and regulations.
- Oversees new construction projects for compliance with applicable codes and ordinances.
- Manages fire/crime scenes and works with local, state, and federal authorities; reviews fire incident reports to ensure compliance with state guidelines and procedures.
- Assists in developing and implementing the District strategic plan.
- Manages day-to-day operations; provides leadership and direction for subordinate personnel; establishes divisional goals and priorities.
- Represents the District at professional technical meetings, City Council meetings, committee meetings, or other meetings as needed; provides comments and analysis.
- Serves as liaison between other public agencies and the District.
- May provide coverage during absences of other Division Chiefs, Deputy Chief, or Fire Chief.
- Provides administrative assistance to the Fire Chief in the form of special projects, analytical studies, and policy input and development; writes staff reports; participates in board meetings and presents to the Board as necessary; serves as District Public Information Officer as needed.
- Manages and supervises other programs assigned by the Fire Chief as necessary.
- Stays current with changes in education, technology, rules, regulations, and laws related to the work.
- Performs other related duties and responsibilities as assigned.

- Investigate fire scenes and determine causes and origins of fire; investigate other incident scenes to determine cause of incident.
- Oversee and review plan check drawings and specifications, recognizing fire and safety standards.
- Prepare complex reports and analysis; prepare clear, concise, and complete written reports.

Experience And Training
Any combination of experience and training that provides the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Five (5) years increasingly responsible experience in fire prevention in a recognized Fire Department, including some supervisory experience in fire prevention.
Training: A Bachelor’s degree from an accredited college or university with major coursework in fire science, fire prevention or protection, or a closely related field.
Special Requirements
License: Possession of a valid California driver’s license Class C.
Possession of PC 832 without Firearms certificate.
Completion of CSFT Fire Investigator 1A, 1B, 1C or current nationally recognized Certified Fire Investigator.
Completion of CSFT Fire Marshal is desirable.
Completion of International Code Council (ICC) Fire Marshal certificate is desirable.

Working Conditions
Physical: Must possess mobility to work in an office setting or field environment; walk, stand, or sit for extended periods of time; occasionally bend, stretch, twist, reach, stoop, balance, squat, climb, crawl, kneel or assume crouched body positions; operate assigned equipment and vehicles; read printed materials and a computer screen; and effectively communicate in person and over the telephone. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds. Incumbent must wear Self-Contained Breathing Apparatus (SCBA) and certify annually.
Environment: Employees work in an office environment with moderate noise levels and controlled temperature conditions, and in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confined workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes; may work protracted and irregular hours.
