This is a full-time, benefited, position working in the Human Services
Division. Incumbent performs a variety of duties in support of the Human
Services Division including planning and resource development, grant
preparation and implementation, and supervision of collection and utilization
of evaluation data. Assists in Human Services Division strategic planning
and program development, short and long range planning, and oversees the
evaluation of programs.
SALARY: $4,070 - $4,947
(Plus City Pays 8% of Employees’ PERS Contribution)

Essential Job Duties
Prepares and implements grant applications; monitors and evaluates
outcomes of programs and grants, and ensures that appropriate record
keeping and reporting tasks are implemented and maintained; analyzes and
makes recommendations for staff resources necessary to implement grant
programs; monitors compliance of grants with rules, regulations, guidelines,
and policies of the City and the funding agencies; reviews and analyzes state
and federal legislation impacting programming and funding; coordinates and
directs collaborative activities, action teams, committees, and organizations
with funding; co-facilitates the Montclair Community Collaborative, and
coordinates services that are provided to end users.
Minimum Qualifications & Requirements
QUALIFICATIONS, KNOWLEDGE, AND ABILITIES
A Bachelors Degree with a major in business or public administration, social
services,
marketing, recreation or related field is required. One or more years of
experience in a
similar position responsible for grant writing, coordination of community
collaboratives, fundraising, and strategic planning is highly desirable.
Knowledge of: Social service principles and methods; grant writing
techniques and
fundraising; principles of municipal finance, program budgeting,
administration, and inter-departmental principles; good public relations
practices; methods and principles of working with volunteer groups and
community based organizations.
Skills/Abilities
Conduct and analyze studies, surveys, and reports to make sound policy and
procedural recommendations; develop, prepare, and manage grant
applications; make
effective presentations to public officials, committees, and outside agencies;
prepare
analytic reports and evaluation tools for outcome measurement results; and,
excellent
communication skills both written and oral.
Must possess: A valid California Class C driver's license and proof of
insurability

SELECTION PROCESS

appointment, upon recommendation of the Community Development
Director.

employment physical including a drug screening, prior to hiring.
