FIRE LIEUTENANT/INSPECTOR

This position is responsible for leading a team or company of Firefighters during an assigned work shift. The individual is expected to provide leadership, training, and direction to subordinate employees and oversee the emergency and non-emergency activities of their designated team or company both in and out of the fire station. The position is responsible for maintaining safe and effective working relationships within the work unit and informing the work shift’s Officer-in-Charge of situations requiring the involvement of a supervisor or manager. Under the general supervision of the Fire Chief, the Fire Lieutenant/Inspector must exercise considerable judgment and discretion in carrying out the delegated responsibilities of the position.

Job Duties And Responsibilities
ESSENTIAL JOB FUNCTIONS:
The following duties are normal for this position; however, the duties listed are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Establishes and maintains a safe and harmonious work environment that ensures the Department and any company under the control of the Fire Lieutenant/Inspector is ready to safely and efficiently respond to a request for service in an expeditious manner and without controllable delay.
- Responds to fires and other calls for emergency assistance when requested and in compliance with all department procedures and operational guidelines.
- Oversees and directs tasks assigned to a team or company of Firefighters.
- Initiates the National Incident Management System and/or incident command system and serve as the initial “Incident Commander” as needed
- Gathers information for, prepare, and maintain relevant narrative, statistical, and incident reports, maintain activity logs, and perform related administrative tasks.
- Oversees, coordinates, and participates in the maintenance of Fire Department facilities and grounds, apparatus, tools, and equipment and assume responsibility for the condition and readiness of their fire station, fire apparatus, and work unit.
- Leads and/or participates in training activities.
- Schedules fire inspections and re-inspections for assigned Firefighter/Inspectors to ensure that all internal and applicable State inspection requirements are met.
- Mentors, reviews, assesses, and provides feedback to assigned Firefighter/Inspectors to ensure that all aspects of code compliant inspections are performed and properly documented, responsible parties are informed within Department guidelines, and where appropriate, property owners are educated on the importance of a code compliant environment.
- Conducts thorough code compliant inspections and complete all related record keeping and administrative requirements if needed.
- Coaches and mentors subordinate members of the team or company.
- Ensures that all on duty companies are briefed on the status of various community and departmental personnel, assets, or systems and any preplanned events scheduled to occur during their shift.
- Promotes a positive atmosphere in all aspects of the Fire Department, one that helps one another and builds a team that works together for the common goal of professionalism and a high level of service to the people that we serve.
Other Job Functions
- Maintains effective public relations, oversee and participate in community fire safety and public education or relations programs, as assigned.
- Ensures compliance with the department's operational guidelines and other applicable laws, safety regulations, and standards of care.
- Monitors the movement of Fire Department vehicles and direct driver/operators, as necessary, to ensure safe operation and response.
- Documents and reports known or potential violations of rules, policies, guidelines, and/or regulations to the Officer-in-Charge or other appropriate supervisor in a timeframe appropriate for the circumstances of the violation.
- Other duties may be required and assigned.
Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of accepted firefighting tactics and rescue protocols.
- Knowledge of hazardous materials management strategies.
- Knowledge of the National Incident Management System and the incident command system.
- Knowledge of fire inspection practices; applicable national, state, and local codes; and fire alarm/suppression systems.
- Demonstrated organizational, problem-solving, and instructional skills.

Education And Experience
- High school diploma or GED or equivalent (possessed at time of application for employment).
- Associate Degree in fire service-related field is preferred.
- Minimum two (2) years service with a Fire Department, preferably five (5) years of service.
- Other combinations of training and/or experience that can be demonstrated to result in the knowledge, skills, and abilities necessary to perform the duties of this position.
ADDITIONAL REQUIREMENTS:
- Possess and maintain a valid Driver License during entire course of employment.
- Firefighter I (State of Wisconsin Certification or equivalent).
- Firefighter II (State of Wisconsin Certification or equivalent).
- Driver/Operator – Pumper (State of Wisconsin Certification or equivalent).
- Driver/Operator – Aerial (State of Wisconsin Certification or equivalent).
- Fire Inspector I – (State of Wisconsin Certification or equivalent).
- Fire Instructor I (State of Wisconsin Certification or equivalent).
- Fire Officer I (State of Wisconsin requirement or equivalent).
- Emergency Medical Technician – Basic (State of Wisconsin Certification or equivalent).
- National Incident Management System (NIMS) up through and including ICS 100, 200, and 700 certifications.
- Completion of an eighteen (18) month probationary period.

Work Conditions And Physical Requirements
Very heavy work: exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
Work Environment: Both inside and outside. Routinely exposed to weather, elevated temperatures, and wet or humid conditions. Occasionally exposed to extreme heat, freezing cold or other hazards that pose a risk of bodily injury. Occasional exposure to smoke, odors, toxic conditions, dust, poor ventilation, vibrations, noise.
