Summary
Serves as the primary on-site authority providing for overall management, direction, planning and operation of the cemetery. Works in close collaboration with the Texas Veterans Land Board on-site representative to plan, coordinate and execute the cemetery operations and events; Hires, directs, supervises and evaluates activities of all cemetery staff.
Essential Functions
- Managing, organizing, and scheduling all activities performed on Cemetery grounds in accordance with the Veterans Administration and National Cemetery Administration standards of operations and appearance;
- Adhere to the Cemetery Management and Operations Interlocal Cooperation Agreement between The Texas General Land Office, The Veterans Land Board, and City of Lubbock;
- Work collaboratively with the Texas Land Board’s onsite representative;
- Serves as a committal service representative and determines burial eligibility, schedules interments, and assures associated burial processes are performed in a timely and professional manner;
- Schedule services performed on the West Texas State Veterans Cemetery grounds;
- Supervise and participate in cemetery services;
- Records and updates burial data, statistical reports and inventories;
- Orders, receives, inspects and tracks grave markers, headstones and niche covers;
- Serve as the Staff Liaison for the City of Lubbock’s Veterans Advisory Committee;
- Manages burial operations and records keeping using the Veterans Administration Burial Operations Support System and the Texas Veterans Land Board maintenance programs
- Manage and insure that all interments and disinterments are legal and in order;
- Manage grounds, building and infrastructure services, maintenance and repair activities as needed;
- Prepares annual, periodic and special reports, financial/operational budget forecasts and analyses;
- Establishes and maintains contacts and develops and implements outreach programs including the utilization of volunteer organizations, groups and individuals;
- Work involves establishing goals and objectives; developing guidelines, departmental policies and procedures, developing schedules, priorities and standards for achieving established goals;
- Develop and evaluate budget requests; and monitoring budget expenditures.
- Perform related duties as directed.
Qualifications
Graduate from an accredited four-year college or university with major course work in a field relevant to the assignment. Five to ten years responsible experience of progressive supervisory responsibility in park administration, public administration or cemetery management; or any combination of relevant education and experience which provided the following knowledge and capabilities:
Passing a Physical Exam and Drug Screen Required
Complete Background Check
Valid Texas Driver’s License
Knowledge and Abilities
Knowledge of:
- Grounds keeping, irrigation, and weed and pest control;
- Accounting and recordkeeping procedures;
- Supervisory and general management procedures;
- Cemetery operations.
Ability to:
- Plan, direct, and supervise the work of others;
- Establish and maintain effective working relationships with supervisor and the public, City officials, other City departments, funeral directors, and monument companies;
- Communicate effectively orally and in writing;
- Prepare and administer a budget and analyze financial data;
- Work as a leader and a team member;
- Establish and maintain effective working relationships with subordinates, public officials, local, state and federal community leaders and professional groups;
- Deliver public presentations to Veteran Families and Groups, Lubbock Citizens and City Council.
Physical Requirements:
Maintain the ability to:
- Occasionally stand and walk during the shift;
- Frequently lift and carry up to 25 pounds;
- Push and pull objects;
- Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work outdoors;
- Vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone;
- Frequently flex upper trunk forward at the waist and partially at the knees;
- Occasionally rotate upper trunk to the left or right while sitting or standing;
- Place arms above, at, and below shoulder height;
- Coordinate eye, hand, and foot movement in order to operate a vehicle and/or maintenance equipment.
