GENERAL FUNCTIONS:
- This is responsible management work in operating of the Key West Bight Marina and City Marina facilities. Work involves responsibility for the supervision of marina staff and of activities, which includes, but is not limited to dockage, the care and maintenance of ramps, docks, interpreting regulations and rules, and keeping all records pertaining to the use of these facilities. A good working relationship with employees and a friendly disposition towards tenants and customers is mandatory
ESSENTIAL FUNCTIONS:
- Able to read, write, speak and understand English in order to communicate with general public
- Able to move around all marina areas and work areas navigating unleveled ground, off and on docks and on all building levels
- Able to read and understand leases, planning documents and other written material used in marina management
- Able to work a forty (40) hour work week, overtime and nights when necessary
- Able to work outside in all types of weather
- Able to swim
- Able to operate, dock and secure all marine vehicles
- Able to use equipment/materials as specified in this job description
- Able to use a computer to generate Word documents, spreadsheets and graphs.

DUTIES/TASKS/JOBS
- Originates policies and general operating procedures for the marinas.
- Receives answers and responds to the complaints about the marinas.
- Attends civic and other functions to promote the public relations of the marinas and the City.
- Directs the purchase, use and maintenance of equipment and supplies.
- Prepares reports and is responsible for administrative duties such as assisting in the preparation of the annual budget, personnel matters, keeping records.
- Supervise the activities of subordinates engaged in the operation of the Key West marina facilities.
- Develops and initiates a program to supervise the repair and maintenance of facilities, including actually assisting the maintenance staff when required. Some maintenance skills required
- Oversees daily bookkeeping tasks necessary to reconcile receipts and maintains records as required by the Finance Department relating to fuel sales and dock revenues
- May be required to assist in the operation of other Port facilities as deemed necessary by the Port and Marine Services Director.
- Assists vessels and owners in locating services for repairs, supplies and tourist activities
- Arranges and coordinates special events at the marinas (Yachting Race Week, Fantasy Fest, Power Boat Races, etc.) as they pertain to the dockage needs of the vessels participating, but also including other special requirements as necessary
- Manages secretarial, maintenance and security personnel assigned. Oversees maintenance, grounds keeping and trash collection as assigned
- Oversees all stages of fuel operation from ordering to dispensing.
- Monitor marina operating costs and adjusts pricing of services and supplies so that to maintain the adopted profit margin.
- Coordinates and oversees all timekeeping, purchase requisitions and other necessary tasks as they related to marina operations.
- Acts as liaison with the marina tenants to enforce all established rules and policies.
- Intercedes in landside complaints or problems in absence of the Port and Marine Services Director.
- Coordinates with major tenants who have both landside businesses and marina dockage.
- Monitor weather conditions so that to properly prepare the marina facilities and tenants for any adverse weather conditions.
- Plan for and coordinate the implementation of all hurricane preparations required to properly prepare and protect the marina facilities and tenants.
REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS
- Thorough knowledge of the methods and practices requisite for successfully operating a marina, including general nautical terms and marine practices, also specific customs and practices of the Key West area.
- Knowledge of local waterways, tides, winds, hurricane tendencies and general weather patterns.
- Ability to initiate, organize and develop effective programs, policies and procedures with respect to municipal marine operations and management.
- Ability to develop and maintain effective working relationships with employees, marina customers and organizations, City officials and the general public and to deal with public relation problems effectively, courteously and tactfully.
- Ability to inspect docks, piers and other related facilities to determine need for repair and maintenance
- Ability to establish and maintain effective working relationship with yacht and small craft owners
- Ability to maintain correct and orderly records of the use made of the Bight basin and fees collected.
- A general knowledge of boat handling is required in order to assist vessel owners and in case of emergency requirements
- Experience in the operation and docking of all marine vehicles
- Ability to obtain and maintain a VHF Radio License
- Valid Florida Operators license
- Three years experience in Marina Operations.
- Two years in a supervisory position.
- Able to speak and write effectively.
- Ability to operate a small boat.
- Must pass background check to be issued and maintain a Transportation Workers Identification Credential (TWIC) card as condition of employment.
