PAY AND BENEFITS
Annual Pay Range: $93,209.97 - $125,833.42
Hourly Pay Range: $44.812484 - $60.496838
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development (DTD) is seeking a motivated, experienced, and collaborative leader with strong communication and interpersonal skills to join our Transportation Engineering & Construction program as a Survey & Right-of-Way (ROW) Supervisor. The purpose of the Transportation Engineering & Construction program is to provide survey, design, right of way, construction and project management services to the public, so they can safely and efficiently connect with goods, services, employment and people.
If selected for this position, you will be responsible for performing survey and/or right-of-way work as well as supervising assigned staff. The Survey & ROW Supervisor is responsible for supervising a section of land surveyors, engineering technicians, and right-of-way agents with survey, CADD, and right-of-way duties that support capital projects, development review, road statute administration, traffic engineering, road maintenance, transportation planning and other programs with transportation infrastructure related projects. This classification provides overall direction for the section in planning, scheduling, budgeting, project definition, project management, and policy development.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
• A minimum of one (1) year of professional lead work experience that includes leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training
• A minimum of three (3) years of experience interpreting or making survey maps and construction drawings
Preferred Special Qualifications/ Transferrable Skills:*
• Experience reviewing legal descriptions and deeds
• Experience in a supervisory role including assigning work, training staff, preparing and reviewing team or individual performance appraisals, correcting performance deficiencies and recommending corrective actions
• Experience preparing, monitoring, and administering a budget
• Experience developing and implementing policies, goals, and objectives

TYPICAL TASKS
Duties may include but are not limited to the following:
• Plans, prioritizes and supervises Survey/ROW section within the Transportation line of business in the Department. Prioritize resources and establishes schedules. Monitors program, sets policies, goals, and objectives
• Performs survey, or ROW acquisition/management work
• Prepares and assists in the administration of budget. Develops recommendations for budgetary control and cost saving measures. Monitors and controls expenditures for compliance with budget.
• Hires and supervises staff. Assigns and evaluates work. Prepares performance evaluations. Recommends and administers progressive discipline. Facilitates staff training.
• Coordinates with other workgroups to provide services throughout the department as needed.
WORK SCHEDULE
This position works 40 hours during a standard workweek with one of the following schedules:
• Monday through Friday, working 8 hours per day (5/8)
• Monday through Thursday, working 10 hours per day (Friday off)
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
• Please Note: While this position is eligible for hybrid telework, it is expected that the initial period (typically, the first 90 days) of employment will be onsite to facilitate onboarding and training.
