What you will do!
As an Application Developer, you will support the Child Welfare OR-Kids and CCWIS Web Applications by developing and maintaining applications and databases, analyzing both new and existing systems, and integrating new development. Additionally, you will provide operational support and ongoing maintenance for applications. In this role, you will collaborate with business partners, analysts, and other IT experts within the agency to troubleshoot issues and contribute to development efforts.
OR-Kids is the State of Oregon’s legacy child welfare information system which was originally implemented as a large one-size-fits all federal framework meant to help case workers manage their caseloads and comply with federal reporting requirements. Oregon is currently transitioning OR-Kids into a new federal framework known as CCWIS (Comprehensive Child Welfare Information System) that considers new child welfare practices and technologies. CCWIS provides Oregon the opportunity to redesign the life cycle of child welfare and ultimately improve outcomes for children and families through better data interoperability, modularity, and data quality.

SPECIAL QUALIFICATIONS:
Must be proficient with the following technology stack in a SDLC environment: .NET, Angular, IIS, Azure DevOps, and SQL
MINIMUM REQUIREMENTS:
(a) Five (5) years of information systems experience in supporting and developing applications in an SDLC environment.
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field,
OR
completion of a two (2) year accredited vocational training program in information technology or related field.
AND
three (3) years of information systems experience in supporting and developing applications in an SDLC environment.
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
one (1) year of information systems experience in supporting and developing applications in an SDLC environment.
OR
(d) Master's degree in Information Technology, Computer Science, or related field.
Desired Attributes
The most competitive candidates will possess the following attributes, experience, and knowledge:
- Application design and development using Programming languages like C#, Angular, Java, PowerShell, JavaScript and HTML.
- Understanding and Awareness of Software Development technology stacks, such as: .NET Core, Angular, IIS, Azure DevOps, Microsoft OS and SQL Server, etc.
- Experience using modern source control systems, testing practices, code and design review tools and processes such as ADOS, Git, SonarQube and Burp
- Developing web applications, including design, development, testing and implementation.
- Application Concept Design utilizing Story Board, Application Work Flow Tools, and other UI Concept Development Tools to accurately and clearly describe and specify proposed application systems to both non-technical and technical audiences.
- Systems analysis skills with the ability to lead or coordinate technology-based business process design from problem statement to system implementation.
- Experience providing reporting and data analysis solutions using business process automation, decision support, and fully functional system administration capabilities.
- Experience using SQL Server application database design, stored procedures and application-level administration.
- Excellent written and verbal communication and presentation skills.
- Experience in promoting a culturally competent and diverse work environment, project administration methods, principles, techniques and practices.
