PAY AND BENEFITS
Annual Pay Range: $80,518.41 - $108,700.30
Hourly Pay Range: $38.710776 - $52.259759
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking a Limited Term Resource Navigation Supervisor to oversee daily operations of a team providing resource navigation, homelessness intervention, and related supports to eligible Clackamas County households. It is anticipated that this will be a one-year (1) limited term appointment. In this position, the Resource Navigation Supervisor will ensure compliance with funder guidelines in coordination with the Program Manager and Social Services Leadership. Additionally, the Resource Navigation Supervisor will provide direct services to individuals and families experiencing housing instability, supporting trauma-informed, person-centered care.
The primary responsibilities in this position will be to provide technical and supervisory support to a small team of staff delivering resource navigation and homeless diversion services, with oversight of compliance, data collection, and auditing, and support of service delivery to ensure alignment with best practices and program standards.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of six (6) years of experience working with a human service program/project or other relevant experience that would likely provide the required knowledge and skills to perform the duties of this position; at least one (1) year must include experience in a lead, supervisory, or managerial role
• At least two (2) years of experience working in supportive housing, behavioral health, social services, or a related environment
• At least one (1) year of experience as a Case Manager or similar function with people experiencing homelessness or housing instability
• At least one (1) year in a position where documenting and determining eligibility for services was a significant part of the position
• Experience with Microsoft Office Suite and virtual platforms such as Zoom or Microsoft Teams
• Experience considering the impacts and outcomes of oppression, structural racism, and individual bias for underserved communities during the decision-making process
Preferred Special Qualifications/ Transferrable Skills:*
• Experience with HMIS (Homeless Management Information System) data collection or similar programs
• Experience accurately tracking current and projected expenditures against a budget
• Experience doing quality assurance in a human services setting
• Understanding of a Housing First and Stages of Change service model

TYPICAL TASKS
Duties may include but are not limited to the following:
• Independently manage tasks, prioritize workloads, and resolve issues efficiently. Provide leadership and oversight to a team delivering resource navigation and housing support services, ensuring residents experiencing housing instability receive timely assistance to regain and maintain housing in compliance with funder guidelines and trauma-informed practices.
• Recruit, train, supervise, support, and evaluate direct service staff to ensure high-quality, trauma-informed service delivery. Foster a collaborative team environment across internal divisions, departments, and external partner agencies. Promote cross-departmental coordination to maximize impact, streamline services, and improve outcomes for residents.
• Deliver direct services to households experiencing housing instability in Clackamas County, supporting efforts to prevent and resolve homelessness. Collaborate with supervised staff to contribute to system-wide outcomes within the Clackamas County Homelessness Continuum of Care, ensuring responsive, trauma-informed support aligned with program goals and funding requirements.
• In partnership with supervised staff and program manager, review payment requests to ensure eligibility, accuracy, and completeness in alignment with funding guidelines. Monitor and track expenditures across multiple funding streams to ensure program delivery remains within budgetary limits and compliant with federal, state, and local requirements.
• Ensure that a welcoming, trauma-informed, and culturally respectful approach is maintained at all times in service delivery, with case management and within the team dynamics. Balance ethic guidelines, program fairness, and equitable access to services, in alignment with Social Services.
• Identify impacts and outcomes for underserved communities during decision-making process. Consider impacts of oppression, structural racism, and individual bias on client access and outcomes.
• Prepare performance evaluations, recommend and administer progressive discipline if appropriate, and support professional development goals of all supervised team members.
• Participate in Social Services Division Management Team activities and serve as on-site Superior in Charge on a rotating basis, or as needed by Social Services.
• Other duties as assigned from Department of Health, Housing, and Human Services leadership.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
