PAY AND BENEFITS
Annual Pay Range: $128,408.32 - $173,350.51
Hourly Pay Range: $61.734768 - $83.341593
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County is seeking a Public Health Division Director to lead the County's public health system. This executive-level role is responsible for managing the full range of public health operations, including emergency preparedness, disease prevention, health equity, quality improvement, and compliance with state and federal health regulations. They will provide strategic oversight, regulatory leadership, and support development of community partnerships. Reporting to the Director of Health, Housing & Human Services, this position also serves on the department's executive leadership team, supporting collaboration between divisions and shared strategic goals.
As the County's top public health administrator, the Division Director promotes and protects population health through data-driven decision-making, collaborative planning, and strong leadership. The role oversees staff, strategic initiatives, budget development, and public engagement efforts while representing Clackamas County in regional and statewide forums. The Division Director advances this mission by delivering effective services and leading initiatives that improve the well-being of all residents.
Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of eight (8) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
• Thorough knowledge of federal, state, and local statutes, rules, and regulations governing public health services
• Experience developing, implementing and administering public health policies and procedures in line with the organizational goals and priorities
• Experience in annual budget development, financial monitoring, and implementation to secure financial resources within an organization
• Experience in personnel management and supervision (including assigning work, training staff, preparing and reviewing team or individual performance appraisals, correcting performance issues and implementing corrective actions)
• Experience planning and organizing resources to achieve program goals, health equity, quality improvement, productivity and effectiveness
• Experience working effectively with elected boards, officials, and community partners to establish and maintain effective relationships and advance common goals
• Excellent verbal, written, and inter-personal communication skills, including experience with media relations
Preferred Special Qualifications/ Transferrable Skills:*
• Master's degree in Public Health, Health Administration, or a related field - or a Bachelor's degree with relevant coursework in Biostatistics, Epidemiology, Environmental Health Sciences, Health Services Administration, or Social and Behavioral Health Sciences.
• Leadership experience in local Public Health setting in state or local government
• Experience assessing the impact of organizational policies, programs, and services on health equity and social and environmental justice
• Experience leading organizational change management and quality improvement initiatives within public health programs
• Experience and training in responding or planning for public health emergencies

• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Leadership & Division Oversight
• Lead and manage the daily operations of the Public Health Division, ensuring alignment with the division's mission, vision, and strategic goals.
• Set the strategic direction for public health programs and services, ensuring integration of best practices and responsiveness to emerging health needs.
• Serve on the Health, Housing & Human Services Executive Leadership Team to support departmental priorities and collaboration between divisions.
Policy & Program Management
• Develop, implement, and revise public health policies, procedures, and priorities.
• Ensure compliance with all applicable federal, state, and local statutes, rules, and regulations.
• Oversee program planning, development of new initiatives, and evaluation to ensure effective, data-driven public health service delivery.
• Facilitate meaningful community engagement in planning and implementing public health initiatives.
Budget & Financial Administration
• Direct the development, administration, and monitoring of budgets for mandated public health programs.
• Oversee the creation of budget forecasts and long range financial plans.
• Lead efforts to identify and secure alternative funding sources, including grants.
Staff Supervision & Development
• Hire, supervise, mentor, and evaluate professional, supervisory, and support staff to ensure equitable and high-quality services.
• Conduct employee performance evaluations, manage disciplinary actions, and coordinate staff training and professional development.
• Promote a collaborative and inclusive work environment that fosters teamwork, community partnerships, and a commitment to learning.
Public Health Strategy & Improvement
• Lead community health needs assessments and guide the development of the Community Health Improvement Plan (CHIP) and the Division's strategic plan.
• Oversee surveillance and monitoring efforts; interpret data to inform program decisions and improve population health outcomes.
• Manage performance and quality improvement processes and ensure timely submission of grant and accreditation reports.
Partnerships & Representation
• Represent Clackamas County in regional and statewide public health policy discussions and advocacy efforts.
• Collaborate with local, state, and federal agencies, community-based organizations, and citizen groups to advance health equity and policy.
• Act as the primary liaison to the Board of County Commissioners and the media on public health matters.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
