The City of Gresham is seeking an Environmental Specialist 2 to 1) provide quality assurance for the city’s erosion control program that ensures construction sites are keeping sediment on-site, 2) review plans for new private stormwater facilities, 3) ensure that private stormwater facilities are inspected and properly functioning, 4) assist with stream and stormwater monitoring tasks, 5) help respond to spills and illicit discharges, as well as 6) assist with other tasks needed to comply with the city’s stormwater permit.
What you will get to do:
1) Provide quality control for the City's Erosion Control Program. Coordinate with the City’s Public Works Inspectors (PWIs)who perform the required initial and final erosion control inspections. This position will execute the quality assurance and quality control portion of the inspection process, identify deficiencies in erosion control practices at construction sites, work with PWIs or directly with builders/contractors to improve erosion control practices, and ensure that active construction sites maintain compliance with City and State regulations. Being the Erosion Prevention and Sediment Control (EPSC) lead will require becoming a Certified Erosion & Sediment Control Lead (CESCL).
2) Review Plans and Inspect New Vegetated Stormwater Facilities. Provide technical assistance to developers, builders/contractors, residents, and City staff to ensure that the City's stormwater management requirements are being met for building projects that meet the City's threshold for stormwater management. This position will review and approvedigital plans in the city's on-line submissionsoftware, will conduct field inspections and approve private stormwater facility installations, and when needed, will provide on-site technical review of projects.
3) Inspect Existing Private Water Quality Facilities. Ensure that all existing private stormwater facilities are inspected and maintained at a frequency that meets the expectation DEQ provides in the NPDES permit. Using the City’s existing maintenance plan, this position will ensure that owners of various facility types are notified of their maintenance obligation and that they are maintaining and having their facilities inspected at a frequency that ensures proper performance.
4) Assist with stream and stormwater monitoring. Provide assistance conducting field work gathering stormwater data to ensure compliance with the Environmental Monitoring Program, required by the City's NPDES permit. Environmental monitoring includes stream, stormwater, structural best management practices, and dry weather screening. Duties include assisting with field data collection and may also include data entry, field meter calibration, bottle labeling, and delivering samples to the Portland lab. This task may require occasionally working after regular work hours.
5) Assist with tracking and eliminating illicit discharges. Assist with responding to spills, dumping, or other illicit discharges to the stormwater system. May help conduct investigations and document findings, take appropriate enforcement action, and follow-up to ensure resolution.
6) Assist with stormwater permit compliance and other duties as assigned. Help Water Quality team members with other activities needed to comply with the City's MS4 and UIC permits. Respond to and resolve inquiries and complaints in a professional manner. Provide information about codes, policies, and stormwater requirements to City staff and general public. Identify and report findings and take corrective actions as necessary.
Minimum Qualifications:
- Education and experience that provides 3-6 years of education, training, and/or experience in engineering, planning, fishery, physics, geology, biology, environmental studies, or related field
- Valid driver's license
- Good driving record
