JOB SUMMARY:
Directs and coordinates activities of the vehicle maintenance department by performing the following duties personally or through subordinate supervisors. This position is considered “essential personnel” and must be able to respond to emergencies outside normal business hours as necessary.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Programs, plans and executes the complete fleet lifecycle process:
- Acquisition – Establishes standard specification requirements; furnishes technical advice to City agencies regarding fleet asset procurement.
- Vehicle Prep – Ensures new vehicles entering the fleet satisfy specifications and are safe and proficient in their operation.
- Maintenance – Establishes maintenance standards and schedules; executes maintenance program and monitors both the users and Vehicle Maintenance Department’s compliance and effectiveness.
- Repair – Oversees the diagnosis and repair of all fleet assets; procures outside repair services as needed.
- Inspection – Ensures fleet satisfies all regulatory, operational, and safety requirements.
- Disposal – Assists the Superintendent with evaluating fleet assets for replacement needs and dictates means of disposal.
- Budget Management – Assists the Superintendent with performing the necessary analysis to prepare and justify budget. Monitors and controls departmental expenditures to ensure compliance with budgetary guidelines.
- Procurement - Oversees the purchasing and the ordering of tools, supplies, and materials. Negotiates with vendors to purchase goods and services according to applicable rules and regulations. Investigates means of streamlining the procurement process.
- Reporting – Establishes and maintains reporting tools to track department work output, budget status, and fleet performance. Compiles, stores, and retrieves production data using the City’s infrastructure management system.
- Work Processes - Develops or revises standard operational and working practices and observes workers to ensure compliance with standards. Suggests changes in working conditions and use of equipment to increase efficiency of work crew. Schedules workload based on established prioritization of the fleet asset types.
- Supervision - Analyzes and resolves work problems or assists workers in solving work problems. Resolves worker grievances or submits unsettled grievances up the chain of command for action. Initiates or suggests plans to motivate workers to achieve work goals. Performs all supervisory functions to include: interviewing, hiring, evaluation, counseling, discipline, and leave approval. Maintains time and production records. Initiates or suggests plans to motivate workers to achieve work goals. Interprets company policies to workers and enforces safety regulations.
- Process Improvement - Recommends measures to improve operational efficiencies, equipment performance, environmental affectivity, and quality of services. Participates in trade groups and scans periodicals to keep pace with new products and methodologies.
- Performs some or all of the activities of workers supervised.
- Operates a vehicle on a regular basis, observing legal and defensive driving practices.
- Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:
- High school diploma or general education degree (GED).
- Five (5) years of experience as a mechanic doing work commensurate with the work done in this department.
- One (1) year of experience with the supervision over others.
REQUIRED CERTIFICATES AND/OR LICENSES:
- A valid driver's license (equivalent to Maryland Class B or better) with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required, or the ability to obtain within six (6) months of employment. The employee must maintain the license for the duration of their employment.
- ASE-Certified Master Technician (as certified by the National Institute for Automotive Service Excellence) or the ability to obtain within twelve (12) months from employment. Must pass all tests for one of the testing series and meet the two-year experience requirement - acceptable testing areas include: Automobile/Light Truck, Medium/Heavy Truck, or Truck Equipment. The employee must maintain the certification for the duration of their employment.
- Certified to operate a Powered Industrial Lift Truck by the Safety Council of Maryland (or an equivalent certifying agency) or the ability to obtain within one (1) year of employment. The employee must maintain the certification for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
- Ability to use PC-based applications for general administrative and analysis functions.
- Ability to utilize Hansen, Naviline, Cartograph and Collective Data software.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, trade periodicals, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of organization.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
- Able to use tabular and graphical data to analyze and express performance parameters.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Employee is required to wear safety toe boots, and will be required to successfully complete training that will include but not be limited CPR & First Aid, electrical safety, etc.
OTHER DESIRABLES:
- One-year certificate from college or technical school or two-year associate’s degree preferred.
- Class A driver’s license preferred.
