JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division is seeking a dynamic and compassionate person to join the Developmental Disabilities Program, as a Human Services Supervisor, to oversee Service Coordination of the Children's Team.

The Human Services Supervisor is responsible for the coordination and supervision of staff and resources for community services to individuals with a developmental or intellectual disability.
We are looking for an individual with experience in Social Services, as well as specific working experience with individuals with intellectual and developmental disabilities. Ideally, candidates will have strong leadership skills, case management experience in Developmental Disability Services, knowledge of state and federal regulations and requirements, and must meet the requirements outlined in the Oregon Administrative Rule (OAR) as it pertains to Community Developmental Disability Program Supervisors.
Required Minimum Qualifications/ Transferrable Skills:*

A) A bachelor's degree or equivalent course work in a field related to management such as business or public administration, or a field related to developmental disabilities services may be substituted for up to three years required experience; OR
B) Five years of experience in staff supervision or five years of experience in technical or professional level staff work related to developmental disabilities services
• At least three (3) years of experience in Developmental Disability Services
• Experience in planning, managing, and coordinating a human services program
• Extensive knowledge of federal, state, and local rules and regulations, specifically OAR's related to the delivery of Developmental Disability services in Oregon
• Extensive knowledge of community resources
• Extensive knowledge of benefits available to individuals with a developmental disability in the state of Oregon
• Strong communication skills, both written and oral to make recommendations, provide advice, and prepare analysis and reports
• Ability to establish and maintain successful partnerships with outside entities, other County employees and the public
Preferred Special Qualifications/ Transferrable Skills:*
• Bachelor's or higher degree in a field related to business management or public administration OR a field related to developmental disabilities services
• Extensive knowledge of Medicaid programs
• Case management experience working with individuals with developmental disabilities
• Experience in Developmental Disability Residential Service Programs for children and their respective OARs
• Bilingual skills in English/Spanish

** 411 -320-0030 - Organization and Program Management The rules in OAR chapter 411, division 320 prescribe general administrative standards for the operation of a community developmental disabilities program (CDDP).
(1) ORGANIZATION AND INTERNAL MANAGEMENT. Each service provider of community developmental disabilities services funded by the Department must have written standards governing the operation and management of the CDDP.
(5) QUALIFIED STAFF. Each CDDP must provide a qualified CDDP manager, services coordinator, eligibility specialist, assessor, and abuse investigator specialist for adults with intellectual or developmental disabilities, or have an agreement with another case management entity to provide a qualified eligibility specialist, assessor, or abuse investigator specialist for adults with intellectual or developmental disabilities.
(b) CDDP SUPERVISOR. The CDDP supervisor (when designated) must have knowledge of the public service system for developmental disabilities services in Oregon and at least:
(A) A bachelor's degree or equivalent course work in a field related to management such as business or public administration, or a field related to developmental disabilities services may be substituted for up to three years required experience; or
(B) Five years of experience in staff supervision or five years of experience in technical or professional level staff work related to developmental disabilities services.
TYPICAL TASKS
Duties may include but are not limited to the following:
• Hires and supervises professional and technical staff working in the Developmental Disabilities program, which includes: prioritizing and assigning work; conducting performance evaluations; conducting and/or facilitating staff training and development programs; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
• Supervises the day-to-day activities of case management staff, which includes: planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, and standards; ensures effective delivery of services, compliance with Federal, State, and local laws, regulations, codes, and/or standards; review and approve client service plans, and program expenditures; gathers and compiles data and prepares reports.
• Plans and coordinates the activities of the Developmental Disabilities program with other human service programs within assigned department and other community and government agencies; serves as liaison with employees and external organizations; represents the County and/or section at a variety of meetings, public events, training sessions, on committees, and/or other related events.
• Responds to and resolves concerns, complaints, and/or other related issues received from internal staff, the general public, outside agencies, and/or other interested parties.
• Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations based on findings; maintains applicable databases, files, and/or records.
REQUIRED KNOWLEDGE AND SKILLS
Knowledge of: Principles, methods, trends, practices, and techniques in delivering case management services to people experiencing developmental disabilities; Principles and practices of public administration including organization design, budget/grant administration and supervision; Supervisory principles and techniques; Community resources; Needs of individuals from marginalized communities with limited economic and social resources; Applicable federal, state, and local laws, rules, ordinances, statutes, and regulations; OARs related to the delivery of Developmental Disabilities Services in Oregon.
Skill in: Incorporating team participation in decision making; Effectively developing and utilizing available staff, program and community resources; Interpreting policies and developing corresponding procedures; Placing Equity, Diversity, and Inclusion as the lens in which policy is made in service delivery, hiring, and provider and employee relationships; Preparing and delivering oral presentations before public groups.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
