Annual Pay Range: $65,833.47 - $83,420.32
Hourly Pay Range: $31.650705 - $40.105921
JOB DETAILS AND QUALIFICATIONS
Clackamas County's Public Health Division is seeking a Human Service Coordinator 2 to join the Environmental Health Program. This position will work in the Tobacco Retail Licensing Program to support enforcement of current tobacco laws, provide a mechanism to educate retailers about how to comply with tobacco regulations, and support Oregon's communities in protecting kids from nicotine addiction. This position will also work part time with the Tobacco Prevention and Education Program (TPEP), housed in the Center for Population Health. This position requires exemplary communication skills, ability to collaborate with diverse and multi-disciplinary partners, and experience in population health, policy, and/or public health program coordination as it relates to tobacco or other drugs. Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Experience in public health policy development/implementation and program coordination specific to tobacco and/or other drugs.
• Experience in conducting inspections or applying and enforcing pertinent laws, rules and regulations.
• Experience in public health programs, including policy assessment and evaluation.
• Experience collaborating with a range of diverse stakeholders, local and regional government agencies, and community-based organizations to develop policy, systems, or environmental change programs.
• Experience delivering presentations to public groups and decision makers.
• Experience creating public health messages to a variety of audiences.
• Experience incorporating the perspectives of diverse communities, including communities of color and those disproportionally impacted by tobacco, in the impacts and outcomes of a decision-making process.
Preferred Special Qualifications/ Transferrable Skills:*
• Bilingual fluency in English and any second language is a plus but not required. (Fluency means the ability to use a language easily and accurately, while bilingualism refers to the ability to use two languages with equal proficiency.)
• Previous experience in Tobacco Retail Licensing, Oregon Clean Indoor Act, and/or Tobacco Prevention and Education Program work.
• Experience working with Oregon Health Authority and regional public health departments in the Portland Metro Region.
• Proficiency with HealthSpace or other inspection software.
• Previous experience in a Public Health program, including work or internship experience in a local or state Public Health setting.

TYPICAL TASKS
Program Coordination and Planning
• Coordinate and assist in planning activities for the County's Tobacco Retail Licensing and Tobacco Prevention and Education Programs.
• Develop and implement work plans and schedules to achieve program goals.
• Allocate staff, volunteers, and other resources effectively.
Program Monitoring and Evaluation
• Monitor program statistics and client satisfaction measurements.
• Analyze and solve technical, procedural, and resource-related issues.
• Assess community resources and client needs to improve service delivery.
• Recommend improvements to enhance program services.
Collaboration and Coordination
• Coordinate program activities with other human service programs, community, and government agencies.
• Develop professional contacts and attend meetings and trainings.
• Make referrals to other programs and agencies as necessary.
Budget and Grant Management
• Assist in preparing and updating budgets and grant proposals.
• Monitor program expenditures and ensure compliance with grant conditions.
• Process bills, statements, and vouchers, exercising cost controls.
• Maintain detailed financial records.
Outreach and Public Relations
• Conduct public relations and outreach activities, including creating promotional materials.
• Develop training materials and deliver public presentations or workshops.
• Provide program information to the public and recruit volunteers and donations.
Leadership and Staff Support
• Lead and support assigned program staff, administrative staff, and interns.
• Assist with resolving work-related issues and training employees.
• Assign and review work to ensure quality and effectiveness.
