Thurston Countyis seeking a highly qualified and motivated leader to join our growing team of innovative and dynamic executives as the new Central Services Director. We are looking for an experienced leader with high organizational and communication skills, and a focus on holistic customer service. Essential functions may include, but are not limited to, the following:
- Plan, organize and direct through subordinate staff the activities of the Central Services Department, its programs, activities, and services; review and approve personnel actions; evaluate subordinate staff.
- Provide strategic direction for the Central Services Department, its programs, activities, and services.
- Direct planning, justification, administration, and preparation of the Department budget.
- Ensure compliance of departmental programs with federal, state, and local laws, codes, and regulations.
- Provide leadership, direction and guidance for the development and implementation of departmental plans, strategies, and programs related to workforce development.
- Evaluate the delivery of ongoing programs and services; identify operational problems and formulate appropriate solutions and program enhancements.
- Act as liaison with other Offices and Departments to ensure a full and complete customer service experience built on full information, appropriately set expectations, and outcome based, efficient delivery of service and task.
- Represent the service delivery area at various professional, governmental, and public meetings.
This position is a direct report to the County Manager, with supervision by an Assistant County Manager.

Essential Personnel:
This position is an essential worker and may be required to work during non-business hours or closures to meet operational requirements and needs.
WORKING CONDITIONS:
- Work Environment – Office setting in Olympia, Washington; may work periodically from more than one County office location.
- Schedule – Monday – Friday, 8:00 a.m. – 5:00 p.m. Workload demands may require work outside the assigned work hours.
- Travel Requirements – Occasional travel may be required to attend meetings or trainings.
- Customer Interactions – Daily interactions via phone, in-person, and video with Thurston County staff, other key stakeholders, and the public.

QUALIFICATIONS:
- Bachelor’s degree with major course work in business administration, public administration, engineering, computer science, or a related field.
- Six (6) years of administrative and/or managerial work at the senior management level, associated with internal services including, but not limited to, and capital facilities management.
- Three (3) years of significant supervisory responsibilities.
- Any equivalent combination of experience and education that demonstrates the ability to perform the essential functions may be considered.
- Ability to utilize a personal computer and related software.
- Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
DESIRED SKILLS:
- Ability to communicate complex ideas or project issues in a clear, comprehensive, effective and professional manner, both verbally and in writing.
- Knowledge of capital facilities planning, project management, and/or continual process improvement.
- Ability to lead a project from inception through all phases to completion.
- Ability to perform research on complex issues and to provide reliable advice and implementation on potentially difficult management issues.
- Ability to effectively plan, organize and supervise the work of assigned staff.
- Excellent interpersonal communication skills with the ability to establish and maintain effective working relationships with peers, subordinates, employees of outside agencies, and with the public.
