The City of Oxnard’s Community Development Department is seeking a dedicated and experienced
Senior Code Compliance Inspector to lead, oversee, and participate in complex code enforcement activities for residential, commercial, and industrial properties across the city. Under the direction of the Code Enforcement Manager, this role involves investigating potential violations of public health, safety, and nuisance ordinances, as well as enforcing zoning ordinances, building codes, housing codes, property maintenance standards, abandoned vehicle regulations, and more.
As a Senior Code Compliance Inspector, you will play a key role in coordinating investigations, preparing enforcement documentation, and ensuring timely and effective compliance with local and state regulations. You will also lead, train, and mentor other compliance inspectors while overseeing their work to ensure quality and accuracy. The position offers an opportunity to contribute to policy development, provide public education on code compliance, and serve as a technical resource for both staff and the public.
Key Responsibilities
- Lead and coordinate code enforcement investigations for violations related to zoning, building codes, health and safety, public nuisances, abandoned vehicles, and property maintenance.
- Enforce municipal codes and ordinances through mitigation and citation issuance.
- Provide guidance, technical support, and training to junior code enforcement staff.
- Prepare and review reports, notices, and documents related to code enforcement actions.
- Serve as a resource to property owners, residents, businesses, and other departments, providing information on City regulations and code compliance.
- Assist in developing and implementing policies and procedures to ensure timely, accurate, and efficient completion of enforcement activities.
- Educate the public and stakeholders about code compliance requirements and available resources.
- Perform other related duties as assigned.

Classification Summary
This class is the fourth level in an eight-level Inspections Series devoted to providing inspection of new construction, land and site development, existing buildings and property, infrastructure, capital improvement projects and electrical, plumbing, HVAC and related building systems as well as enforcement of property and licensing codes and regulations. Incumbents serve as lead code compliance or inspection staff, providing work direction, work review and training to other inspectors as well as performing the most difficult and complicated inspections and enforcement.
Distinguishing Characteristics
This classification is distinguished from the Building/Construction Inspector in that it provides lead level work direction, work review and training to other Code compliance Inspectors, and performs the most complex inspections and code enforcement activities.
Supervision Exercised / Supervision Received
Serves as lead worker assigning and monitoring the work of others. Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.
WORK SCHEDULE: 4/10 schedule. Weekend work may be required. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.
Essential Functions
This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
- Investigates reported violations of municipal, state, and federal codes and makes determinations of required enforcement activities; establishes priorities; handles the most difficult and complex inspection and code enforcement situations.
- Provides oversight, training, and assistance to assigned staff; provides activity review, feedback, and technical direction related to area of assignment.
- Coordinates with other City departments and staff, outside agencies, and other program/project stakeholders; identifies issues and conflicts; recommends and implements problem resolutions.
- Performs other duties of a similar nature and level as assigned.
Positions Assigned To Code Compliance May Be Responsible For
- Performing the most complex and technical investigatory work related to proactive and reactive enforcements;
- Conducting site visits of public and privately owned properties to review compliance;
- Conducting abatements to remedy nuisance and life/safety violations;
- Participating in policy and procedure development and implementation.
Minimum Qualifications
The following are the minimum qualifications necessary for entry into the classification:
Education
- High School Diploma or GED
EXPERIENCE:
- Four (4) years of related code compliance inspection experience
Licensing/Certifications
- Valid California Class C Driver’s License with a satisfactory driving record
OTHER REQUIREMENTS:
- Must be able to effectively communicate in English, both orally and in writing
Incumbents Assigned To Code Compliance Require
- Valid California Penal Code (PC) 832 Arrest, Search and Seizure Certificate
Highly Desired Qualifications:
- Extensive knowledge of municipal code enforcement procedures, state and local regulations, and zoning/building codes.
- Strong leadership, communication, customer service and organizational skills.
- Experience in investigating code violations and coordinating with other departments.
- Ability to interpret and apply laws, codes, and regulations.
- Ability to lead, train, and mentor junior staff.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12 month probationary period.

Retirement Contributions
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation Time
Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.
Sick Time
Full time employees accrue sick time at a rate of 3.70 hours per pay period.
Bilingual Pay
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.
Educational Incentive
For positions that do not require a Bachelor's Degree, the City offers an educational incentive award of 2.5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.
Health And Dental
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.
If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Life Insurance
City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Deferred Compensation
The City contributes 1% to a deferred compensation program.
Tuition Reimbursement
Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.
