Purpose
Under general direction, to manage and supervise all aspects of animal care and housing for Selma Animal Services; to train and assist subordinate in performances of their duties; and to perform related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Animal Services Director. Exercises direct supervision over assigned animal services staff.
CLASS CHARACTERISTICS
This is a single-position classification that will direct management of the animal shelter facilities and operations, development and implementation of animal care policies and procedures; and supervision or kennel staff and volunteers.

Essential Functions (Illustrative Only)
- Plan, organize and supervise the staff and activities of the shelter’s animal care facilities.
- Ensure shelter compliance with policies and procedures, standards of quality and safety, and all applicable local, State and federal laws and regulations.
- Supervise and manage the operation of the animal shelter including the receiving of incoming animals, care and feeding of animals and release of animals to owners or adoptive owners.
- Ensure veterinary care is obtained for animals as appropriate.
- Ensure animal shelter, equipment and vehicles are maintained and clean.
- Respond to inquiries and complaints regarding shelter facilities and animal care.
- Monitor compliance issues (OSHA, ADA, etc.).
- Recommend and implement policy and procedural improvements.
- Manage and supervise animal care staff including staff selection, evaluation, training and schedules.
- May administer vaccines to dogs, cats and other domestic species.
- Assist with humane euthanasia to animals as necessary.
- Assist with administrative tasks such as budget preparation, control and management.
- Make oral and written reports and presentations as necessary.
- Ensure proper documentation of animal care and disposition.
- Interpret policies and procedures to subordinates and the general public.
- Assist subordinate staff and duties as necessary.
- Drive and motor vehicle, operate a variety of animal care and control equipment and tools, including a tranquilizer gun, capture and restraining devices, medical instruments.
Qualifications / Requirements
Knowledge of:
- Operational characteristics and functions of animal control and adoption/rescue programs.
- Principles and techniques of training, supervision and staff development.
- Laws, ordinances and current practices pertaining to the licensing, impounds, quarantine, care, control and disposal of animals.
- Current regulations and progressive methods relating to animal adoption/rescues.
- Program development and public relations techniques; humane care, treatment and disposal of impounded animals.
- Safe, humane and efficient handling of large and small animals.
- Symptoms and control of common animal diseases.
- Characteristics of animal behavior.
- Proper care and feeding of large and small animals.
- Safe work practices related to the handing and care of animals and facilities maintenance.
- Principles and practices of budget development, preparation and control.
- Proper methods of accounting for fees collected.

- Effectively represent city and division with community and other agencies.
- Develop and maintain effective working relationships with those contacted in the performance of duties including but not limited to other agencies, veterinarians, and public groups.
- Effectively use a database to track animals in the shelter’s care.
- React quickly, effectively and calmly under stressful situations.
- Communicate clearly and concisely, both orally and in writing.
- Understand problems of the general public and furnish clear and satisfactory explanations regarding shelter policies, procedures and practices displaying a high degree of courtesy, tact, compassion and poise.
- Supervise, train and evaluate animal care staff.

Education and Experience:
Qualifications
Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of the twelfth grade and two (2) years of experience working in an animal control or animal care setting performing duties equivalent to an Animal Shelter Technician and including at last one (1) year in a lead or supervisor capacity.
Licenses And Certifications
- Possession of, or ability to obtain, a valid Class C California Driver’s License
Additional Information
May be required to work any shift including weekends, evenings and holidays.
May be subject to call outs after hours and weekends.
Physical Demands
Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 75 pounds.; ability to travel to different sites and locations.
Environmental Elements
Employees work primarily in an office environment but are occasionally out in the field; may be exposed to extreme noise, noxious odors, cold and hot temperatures and inclement weather conditions. Employees may be exposed to rabid animals and animals that may have other infectious diseases.
- Members of the California Public Employees' Retirement System (PERS). In accordance with the California Public Employees Pension Reform Act of 2013 (PEPRA), the City of Selma will offer the following retirement benefit (2.0% at 62) to new PERS members beginning January 1, 2013 with three (3) years final compensation. Existing PERS members with no break in service will receive the 2.7% at 55 formula with three (3) years final compensation.
