PAY AND BENEFITS
Annual Pay Range: $124,910.81 - $168,628.91
Hourly Pay Range: $60.053276 - $81.071589
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is an “at will” position and serves under the County Counsel on an employment Contract.

JOB DETAILS AND QUALIFICATIONS
Clackamas County Counsel's Office is seeking an Assistant Legal Counsel with experience in providing legal advice and representation to health entities to join our dynamic legal team. In this role, you will provide critical legal advice, representation, and advocacy to the county's Health, Housing and Human Services (H3S) department, advising all divisions including Public Health, Health Centers (FQHC), Behavioral Health and Social Services.
As an Assistant Legal Counsel, you will play a pivotal role in ensuring H3S operates within legal frameworks while advancing its strategic goals. You will serve as a trusted advisor to county officials, providing strategic guidance on state and federal laws and regulations governing the provision of public health, health services, behavioral health, housing and social services to the residents of Clackamas County. In addition to advice work, you will draft, review, and negotiate contracts and intergovernmental agreements, ensuring their alignment with legal standards and county objectives. You will also draft and review departmental policies and other documents. Collaboration is central to this role, as you will work closely with all H3S divisions to protect the county's interests and further our goals of quality health outcomes for all residents.
As part of your responsibilities, you will interpret complex state and federal laws and regulations to ensure compliance, offering sound advice to guide county policies and practices. You will also serve as the County's Privacy Officer, and work with county departments to ensure compliance with HIPAA. Additionally, you will provide legal trainings to county employees and officials on health law-related matters, fostering a culture of compliance and understanding.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of one (1) years of related experience in health law that would provide the required knowledge and skills to perform the responsibilities of this position

• A juris doctor degree from an accredited law school
• Demonstrate skill to communicate effectively, both orally and in writing, and to establish findings of fact and decisions in concise written form
Preferred Special Qualifications/ Transferrable Skills:*
• Experience in working with public sector health care and housing providers
• Knowledge and experience working and advising clients on HIPAA requirements
• Experience in a collaborative team environment
• Experience with the organization of local government; ordinances, rules and policies; department policies and procedures; and liability and risk management principles
Pre-Employment Requirements:
• Must pass a criminal history check which may include national or state fingerprint records check
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:
• Advice on HIPAA, and state federal laws concerning the provision of county health services, including behavioral health, public health and social services.
• Draft and review county policies regarding the provision of health services in compliance with state and federal laws and regulations.
• Draft and review contracts supporting the provision of all county health services.
• Prepare and analyze proposed state and federal legislation affecting county operations.
• Research, study, and interpret the application of laws, court decisions and other legal authorities and precedents; prepares legal opinions, memoranda and briefs on the same.
• Interact with and confer with other public entity attorneys on matters related to health, housing and human services.
• Represent the county at public meetings.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. We provide general counsel and advisory legal services countywide, and also represent the county and its agents and employees in Federal, State, and Tax Courts, labor arbitrations, land use and administrative hearings, and in small claims.
