Description
Under general administrative guidance, the Police Chief plans, organizes and directs Police activities of the City including patrol investigation, communications, records and prosecution, to ensure the enforcement of laws and municipal ordinances, protection of life and property and preservation of order. The Police Chief represents the chief executive officer of the Police Department and advises the City Manager and the City Council regarding law enforcement matters.

EXAMPLES OF DUTIES
- Directs Department administrative activities including personnel, budgeting, capital expenditures program, development of annual plans and objectives and long-range planning to provide optimum support for the Department's ongoing operations;
- Ensures the effectiveness of Department personnel in performing their assigned duties through hiring, supervising, evaluating and training staff;
- Develops and maintains the Department's relationship with other City Departments, City Council and other law enforcement agencies;
- Performs a variety of community relations activities to establish and maintain an effective public image and communication network for the Department;
- Analyzes operational and service demands and devises administrative policies and procedures;
- Performs related work as required.
Education
EDUCATION AND EXPERIENCE
Bachelor's degree from an accredited college or university with major course work in law enforcement, police science, criminal justice, political science, public administration or related field. Master's degree is desirable.
Experience
Five years of increasingly responsible professional and administrative experience in all major phases of law enforcement. Candidates should have experience in a municipal police department.
License
Possession of an Advanced and Management P.O.S.T. Certificate
Valid California Driver's License
Command College or FBI Academy graduate is highly preferable.

Executive Managers includes the City Manager, Assistant City Manager, Community Development Director, Chief of Police, Fire Chief, Public Works Director and City Clerk/Deputy Personnel Officer. The Chief of Police and Fire Chief comprise a sub-class of the Executive Managers herein referred to as Public Safety Managers.
Retirement
Employees who meet the definition of a CalPERS classic employee are covered under the following rate plans:
Miscellaneous: 2.5% at 55
Safety: 2% at 50
Fire: 3% at 55
Employees (who Do Not Meet The Definition Of a CalPERS Classic Employee) Are Defined As "new Members" By CalPERS (PEPRA) And Are Covered Under The Following Rate Plans
Miscellaneous: 2% at 62
Safety: 2.7% at 57
Fire: 2.7% at 57
All employees shall contribute the full employee contribution as determined by CalPERS.
Longevity
Executive Employees Are Eligible For Longevity Pay Based On All Years Of Continuous Full-time Service With The City Of Sanger As a Percentage Of Base Wages At The Following Intervals
- 2.5% at 15+ years
- 2.5% at 20+ years
Longevity compensation shall take effect at the beginning of the pay period following the employees anniversary date.
Insurance
City shall pay the entire premium for the life insurance plan, vision plan and dental plan costs. City shall pay the cost of medical insurance for the employee. Employees seeking to add dependent coverage for medical, shall pay $45/month or $22.50 per pay period (24 pay periods per year) for dependent coverage. The City shall pay the balance of the premium for medical and prescription coverage.
Disability & Life Insurance
The City of Sanger does not participate in the State Disability program.
The City shall provide a long-term disability insurance plan that provides coverage 90 days after an employee has been absent from work due to illness or injury. The City shall provide a short-term disability insurance plan that provides coverage 8 days after an employee has been absent from work due to illness or injury.
The City currently pays the premium for a $50,000 group life insurance and accidental death or dismemberment policy.
Paid Time Off
The City currently provides several different forms of paid time off including:

- Admin Leave: FLSA exempt employees are currently provided seventy-two (72) hours of administrative leave each fiscal year, credited in the pay period that includes July 1st . Unused administrative leave is lost and shall not be accumulated, purchases, or converted to any other form of compensation or leave.

Other Benefits
Bilingual Pay: Qualifying employees who are routinely and consistently assigned to communicate in languages other than English shall be eligible for bilingual premium pay equivalent to 5% of base salary for having proficiency in Spanish or Hmong.
Education Assistance: Executive employees shall be entitled to reimbursements in accordance with the City’s Employee Educational Reimbursement Policy.
Advanced Education Incentive: Public Safety Managers shall be receive a compensation premium equivalent to 5% of base salary for completion and possession of an advanced degree (Master’s degree or higher) from an accredited higher education institution in a field that is relevant to the employee’s position and which enhances their ability to do their job. For illustrative purposes, qualifying degrees may include, for example, a Master’s degree in Public Administration, Fire and Emergency Management (Fire Chief only), Criminology (Chief of Police only) or Police Administration (Chief of Police only). In no circumstance shall Advanced Education Incentive apply to possession of a degree or certification that is required as a minimum qualification for the position.
Uniform: Public Safety Managers shall receive a uniform allowance of $1,000 per annum paid in July.
