PAY AND BENEFITS
Annual Pay Range: $87,447.48- $115,121.9
Hourly Pay Range: $42.042059 - $55.347073
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County's Health Centers Division, is looking for a dynamic and mission-driven professional to serve as a Senior Policy, Performance, and Research Analyst The Health Centers Division is a designated federally qualified health center providing behavioral health, dental, and primary care services throughout Clackamas County. In this role, you will have the opportunity to lead and manage projects that directly impact the delivery of high-quality healthcare services. You will support the division by developing and overseeing key projects, creating data-driven reports and dashboards, and collaborating with stakeholders to ensure effective project tracking and success.
The ideal candidate will be a skilled project manager with experience in leading and executing healthcare projects. They should be proficient in developing and overseeing projects, creating and reporting on data to track and measure performance. The candidate must be able to coordinate resources, timelines, and stakeholder engagement, ensuring alignment and effective collaboration. Strong communication skills are essential for clearly conveying project goals, status, and outcomes. Additionally, the candidate should have expertise in applying project management best practices and change management strategies, driving projects to successful completion while managing competing priorities effectively.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Experience in policy analysis, project management, or research in a healthcare setting.
• Proven experience in project development, management, and the application of project management principles, including change management techniques.
• Strong skills in data analysis, report creation, and dashboard development.
• Excellent communication, interpersonal, and team collaboration skills, with the ability to manage stakeholders and prioritize effectively in a complex environment.
• Experience preparing and presenting oral and written reports to diverse audience.
• Familiarity with project management software, data analysis tools, and reporting platforms.
Preferred Special Qualifications/ Transferrable Skills:*
• Bachelor's degree or higher in Public Health, Policy, Business Administration, or a related field.
• Project Management Professional (PMP) Certification.
• Certified Professional in Healthcare Quality (CPHQ) Certification.

• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Project Methodology: Develop, train, and maintain best practices, techniques, and tools for scoping, initiating, monitoring, and closing projects across the division. Ensure all projects adhere to this methodology consistently.
Project Development: Effectively scope and resource projects, identify project teams and sponsors, and gather the necessary resources to launch projects. Develop realistic timelines, milestones, and deliverables. Foster consensus and collaboration among stakeholders and sponsors, ensuring alignment with project requirements.
Project Tracking and Monitoring: Regularly communicate with stakeholders and sponsors to track project progress, prioritize tasks, and make adjustments as needed to meet strategic objectives. Hold project teams accountable for deliverables. Proactively identify and address delays or risks, providing clear communication. Create reports and dashboards to ensure transparent tracking of milestones and key metrics, utilizing project management software to monitor progress within and across projects.
Project Sustainability: Ensure that every project plan includes a comprehensive sustainability plan. Identify training needs related to projects and work with supervisors, managers, and training coordinators to provide necessary training. Ensure that new workflows are integrated into policy updates and the onboarding process.
Change Management: Develop a change management plan as part of the project planning process. Ensure the creation and execution of effective change communication plans to support smooth transitions during project implementation.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the https://dochub.clackamas.us/documents/drupal/9065b5fb-2237-47ce-9534-e7c8c40fc2bc and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
