PAY AND BENEFITS
Annual Pay Range: $91,721.39 - $123,825.22
Hourly Pay Range: $44.096821 - $59.531354
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Clackamas County Sheriff's Office is seeking a skilled team-oriented individual with exceptional communication skills, a strong understanding of community engagement, and ability to organize competing tasks in a fast-paced environment to join the Sheriff's strategic team as a Sheriff's Strategic Public Affairs Aide (classified as a Policy, Performance, and Research Analyst Sr.).
The Sheriff's Strategic Public Affairs Aide will have a vital role in the coordination of the Sheriff's day-to-day activities. This position requires a broad understanding of community engagement and the ability to collaborate effectively with members of the Sheriff's Office, constituents, stakeholders, and other elected officials.
The Sheriff's Strategic Public Affairs Aide will report directly to the Sheriff to provide confidential administrative and technical support and will work as part of the Sheriff's strategic team. This role involves a variety of administrative functions including assisting with office reception, managing the Sheriff's calendar, organizing and coordinating the Sheriff's schedule; reading and sorting the Sheriff's correspondence and coordinating official responses; responsible to coordinate timely responses to verbal/written inquiries from constituents, stakeholders, and elected officials; coordinates and schedules meetings with constituents, stakeholders and elected officials; analyzes policy; prepares briefing papers, meeting agendas, records meeting minutes, and tracks follow-up tasks to ensure timely completion of action items; works as part of the Sheriff's strategic team to prepare public remarks and presentations, assists with drafting internal/external communications; coordinates public involvement and outreach efforts including overseeing logistics for meetings, events, and presentations; represents the Sheriff in meetings and/or delivers internal/external presentations on behalf of the Sheriff when necessary; participates in project assignments and undertakes special research projects; prepares staff reports for County business; monitors the business activities of the Board of County Commissioners; attends and staffs work groups.
The successful candidate will demonstrate strong written/verbal communication skills, interpersonal skills, analytical abilities, and proactive problem-solving skills; the capacity to exercise independent judgment, take initiative and begin projects independently. This position has regular access to confidential information and the candidate must be able to follow strict confidentiality rules and requirements.
IMPORTANT INFORMATION
All Sheriff's Office positions require a complete Statement of Personal History (SPH).
Only those applicants selected will need to submit the SPH. The SPH is due 10 calendar days AFTER you have been notified. Applicants will receive instructions from the Department of Human Resources or the Sheriff's Office on how to login to the electronic SPH.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of related experience in public, community, and/or government relations that would provide the required knowledge and skills to perform the responsibilities of this position.
• Experience preparing analysis reports, speeches, presentations, and correspondence.
• Experience handling highly confidential and sensitive information.
• Ability to exercise independent judgment and discretion in frequent contact with the public, employees, elected and public officials, and public and private organizations
• Knowledge of research and problem-solving methods.
• Demonstrated ability to communicate clearly and effectively orally and in writing.
• Must pass a post-offer, pre-employment drug test.
• Must pass an extensive background investigation, including national fingerprint records check.
• Driving is required for County business on a regular basis or to accomplish work. Preferred Special Qualifications/ Transferrable Skills:*
• Experience in local government working with an elected or public official(s), including experience in analyzing policy.
• Demonstrated ability representing an elected official or public official in meetings or events.
• Experience delivering presentations to elected officials or public officials in a public setting.
• Experience analyzing complex issues from multiple perspectives.
• Knowledge of law enforcement policies and practices.
Other Qualifications:
• Possession of a Law Enforcement Data System (LEDS) Certification is required within sixty (60) days of employment.

TYPICAL TASKS
Duties may include but are not limited to the following:
• Serves as the primary point of contact for the Sheriff, managing and prioritizing requests from internal staff, external agencies, elected officials, and the public to align with the Sheriff's priorities. Screens and organizes correspondence, including mail, emails, and calls, and drafts responses or prepares materials to ensure accurate and timely communication.
• Provides comprehensive administrative support to the Sheriff, including managing schedules, handling inquiries, coordinating travel arrangements, and maintaining accurate and confidential records. Oversees logistics for meetings, events, and presentations by coordinating schedules, preparing materials, and ensuring follow-up actions are completed to maximize the Sheriff's time and effectiveness.
• Coordinates and facilitates communication between the Sheriff's Office and other County departments, ensuring the flow of information supports Sheriff's Office and County-wide goals. Supports the Sheriff in fostering collaboration and teamwork within the organization.
• Prepares reports, briefings, and presentations on key topics in coordination with the Sheriff's strategic team, Finance, and other Sheriff's Office staff, ensuring the Sheriff is informed on office matters, legislative issues, and community concerns. Collaborates with the Communications Unit to manage messaging, public relations efforts, and preparation for the Sheriff's public and media engagements.
• Plans and organizes projects, initiatives, and activities to advance the Sheriff's strategic goals, both within the organization and in external partnerships. Tracks action items and ensures timely follow-up to maintain progress. Monitors organizational initiatives, legislative issues, regulatory updates, and policy changes that may impact the Sheriff's Office functions.
• Represents the Sheriff in meetings, discussions, and events as needed, serving as a liaison to internal departments, other government agencies, and community stakeholders.
• Monitors constituent inquiries and concerns, working with members of the office to address issues and provide timely and effective responses on behalf of the Sheriff.
• Proactively identifies and works to resolve issues that may impact members of the Sheriff's Office to ensure operational readiness and address urgent matters at any time.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of: Principles and practices of public administration, project management, organizational processes and design, administration techniques; legislative processes and local government operation; techniques of contract and grant preparation and administration; office methods and procedures; quantitative analysis and statistical research methods, techniques and procedures; English grammar and composition; applicable federal, state and local statutes, regulations and rules; trends, emerging innovations and best practices in quality measurement, performance improvement and other subject areas relevant to responsibilities; principles of public and community relations; techniques of supervision and facilitation.
Skill to: Communicate effectively, both orally and in writing, including group/public presentations; lead or coordinate the work of professional staff and managers; evaluate and develop improvements in operations, policies, procedures and methods; plan and conduct multiple and difficult technical and policy research projects; analyze complex issues and problems, often with competing priorities, from multiple perspectives; identify and evaluate alternative solutions and recommend effective courses of action; manage project activities to achieve goals and within established timeline and budget; prepare clear and concise comprehensive and technical reports; establish and maintain effective working relationships with Sheriff's Office leadership and County staff, local, state, regional, and federal agencies, consultants, external stakeholders, task forces, advisory boards, citizen groups, etc., and the public.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
