To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).

Your Impact

Under executive direction of the Citywide Chief Housing Inspector, with wide latitude for independent initiative, judgment and decision making, you will be responsible for managing a team of HPD personnel in their mission to preserve safe and healthy housing for the residents of New York City.

Your Role

Your role will be Borough Chief Housing Inspector/Administrative Housing Inspector M-2 in the Division of Code Enforcement (CODE).

Your Responsibilities

As the Borough Chief Housing Inspector for Code Enforcement Office, you will be responsible for but not limited to the following:

Planning, directing and coordinating the activities for inspectorial and support staff.
Ensuring the proper application and interpretation of the New York State Multiple Dwelling Law, New York City Housing Maintenance Code, and all other applicable rules and regulations.
Reviewing administrative processes in place to ensure adherence with departmental guidelines and policies.
Assigning and allocating staff in order to meet agency goals and priorities, and for providing information and reports as needed to other component parts of the agency, as well as to other City and government agencies.
Ensuring complaints are routed timely based on priority and reinspection mandates.
Ensuring that inspection, re-inspection and violation information is properly entered into the computer systemin a timely manner.
Ensuring that dismissal requests, notices of violations (NOV), HLD re-inspections, and court requests are processed accurately and in a timely manner while also ensuring reports are promptly sent out.
Reviewing productivity reports and taking appropriate action.
Establishing procedures for disseminating information about newly revised and existing departmental policies and protocols.
Addressing emergency situations that involve the coordination not only with component parts of HPD, such as the Emergency Services Bureau and The Emergency Repair Program, but also with other City and private agencies, such as the Red Cross.
Attending meetings and housing conferences.
Performing special assignments as requested.

Special Notes

The scope of responsibility for this position requires that the candidate be on call 24 hours a day, 7 days a week to respond to emergency conditions as they arise and provide guidance and oversight (either in the office or on call).
Candidate may be required to work evenings and weekends and may be assigned to any of the five Boroughs.
Candidate is also required to serve regular rotations as citywide “Duty Chief” during non-regular business hours.

ADMINISTRATIVE INSPECTOR (HOUS - 10078

Minimum Qualifications

Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
Five years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in "1" above, at least 18

months of which must have been in a managerial or administrative capacity or two years of experience as described in "1"above, at least 18 months of which must have been in a managerial or administrative capacity and two years of education as described in "2" above; or

Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least two years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum of two years of the general experience.

Strong interpersonal skills which allow effective direct communications with HPD officials, agency staff and external parties to which the office relates. - Ability to work under pressure and restrictive deadlines, in an atmosphere of intense activity, and be able to elicit the same from subordinate staff. - Managerial skills which allow the ability to delegate responsibility. - Excellent analytical ability, organizational & research skills. - Strong Customer Service Focus. - Excellent verbal, writing and computer skills. - The ability to communicate competently in another language in addition to English. - A working knowledge and familiarity with computer programs such as Microsoft Word/Excel. - A working knowledge and familiarity with agency programs such as HPDINFO/RTFF applications. Candidates must possess and maintain a valid New York State driver’s license for the duration of their employment.
