General Description: This is a skilled supervisory position. The incumbent performs difficult and complex tasks to assist the Fleet Manager in ensuring effective and efficient management of the Fleet Services Division of the Department of General Services to include all fleet management activities and functions.
Organization: The Assistant Fleet Manager reports to the Fleet Manager and directly supervises the Fleet Services Coordinator and the Parts Manager.
Essential Functions:
- Supervises employees, performing related human resources functions and completing necessary paperwork.
- Assists the Fleet Manager in managing and supervising all aspects of fleet management to include vehicle acquisition and disposal, fleet maintenance and shop operations, and customer service.
- Oversees, monitors and evaluates vehicle maintenance, servicing and repair functions to identify needs and determine financial effectiveness and operational efficiency.
- Plans and develops a comprehensive preventive maintenance program for all County and School vehicles to include compliance with state and federal motor vehicle regulations.
- Plans and administers training programs for Automotive Technicians and other employees.
- Develops standards and techniques for periodic inspection of school buses and other vehicles for safety and preventative maintenance.
- Assists the Fleet Manager in overseeing the administrative activities of the Division, including monitoring the budget and the preparation of payroll, correspondence, and maintenance of automotive records and of purchases made for parts and materials used in the repair and maintenance of automotive equipment.
- Assists in administering the fleet management policy and implementing fleet regulations.
- Develops division goals and monitors division performance.
- Prepares a wide variety of periodic and special reports that can be used as criteria for management level decisions.
- Ensures appropriate customer service levels, serving as the Division’s primary customer service representative.
- Ensures that maintenance work is performed properly, serving as the division’s quality control administrator.
- Administers the fleet management system and database.
- Advises County staff on fleet maintenance issues as needed.
- Performs related work as assigned.

Knowledge, Skills, and Abilities:Thorough knowledge of the administrative practices and procedures relative to municipal fleet management required. The ability to organize, direct, and implement a comprehensive fleet management program and to effectively establish standards and objectives as to the efficient maintenance of all automotive equipment. Must be able to work independently and have excellent oral and written communication skills with the ability to prepare reports in a form which can be used as management tools. Must be able to establish and maintain effective working relationships with department heads, County staff, government officials, and vendors. Must be computer literate.
Education, Experience and Training: Bachelor’s degree in business or public administration or related field required with five (5) years of progressively responsible fleet management experience, including three (3) years in a supervisory position or management position. Certification in Fleet Management field preferred – OR – Any equivalent combination of education, experience, and/or training sufficient to demonstrate the knowledge, skills and abilities may be acceptable.
