Your Role at a Glance:
As the Utility Billing & Accounting Specialist, you will be responsible for overseeing the Town’s utility billing operations, cash receipting, and various accounting functions. Additionally, you’ll play a crucial role in tax administration, short-term rental compliance, and real estate transfer assessment tracking. In this position, you will collaborate with multiple departments, ensuring accuracy, efficiency, and superior customer service for our community members.
Hiring Range: $26.84 - $31.25 hourly
Key Responsibilities:
Utility Billing & Customer Support
- Manage utility billing operations (water, sewer, and trash collection) and ensure accurate and timely customer invoicing.
- Process account openings, closings, and property transfers while maintaining accurate records.
- Troubleshoot billing discrepancies, coordinate meter readings, and resolve customer inquiries with professionalism and efficiency.
- Monitor and process various payment methods, including online, ACH, credit card, cash, and check payments.
- Work closely with Public Works and Finance teams to enhance utility billing processes.
- Serve as the primary liaison with external billing vendors to ensure seamless operations.
Accounting & Financial Management
- Accurately record daily revenue collections and reconcile cash receipting to the general ledger.
- Process and track payments while ensuring compliance with financial policies and procedures.
- Assist with accounts payable, verifying and coding invoices related to utility services.
- Compile and analyze key financial reports, supporting data-driven decision-making.
- Prepare and maintain year-end accruals and financial documentation for audits.
Tax & Short-Term Rental Administration
- Collect, analyze, and report sales tax, lodging tax, tobacco tax, and marijuana tax data.
- Proactively communicate with short-term rental operators to ensure proper tax registration and compliance.
- Send reminders, process payments, and enforce penalties for late tax submissions.
- Monitor online rental platforms to identify unregistered short-term rental properties.
Real Estate Transfer Assessment (RETA) Management
- Track and reconcile RETA payments with Eagle County Sales Reports.
- Work closely with title companies to ensure timely collection and reporting.
What You Bring to the Team:
Education & Experience
- Bachelor’s degree in accounting, Finance, Business Administration, or a related field (preferred).
- 3-5+ years of accounting, finance, or billing experience.
- Experience in municipal or utility billing is a plus.
- Strong proficiency in Excel, database management, and financial software (Caselle experience preferred).
- Bilingual (English/Spanish) helpful, bilingual pay incentive

- Experience handling large datasets and generating financial reports.
Work Environment & Physical Requirements:
- Primarily an office-based role with occasional travel for offsite meetings and training.
- Ability to sit for extended periods and operate a computer.
- Some lifting (up to 50 lbs) may be required.
- Opportunity to work one day remotely per week.
