Under general supervision,this position is responsible for overseeing the development, implementation, and continuous updating of the City of Foley’s Comprehensive Plan, ensuring planning efforts align with the City’s growth and development objectives. This role also involves leading urban design initiatives and providing general planning support across various departments. The Planning Manager will research, develop, write, and implement small area studies, sector plans, and other planning initiatives to ensure the creation of a high-quality, vibrant community in both the public and private development realms. Essential Functions- Comprehensive Plan Implementation and Updates
Oversee the implementation, monitoring, and regular updates of the City’s Comprehensive Plan, ensuring alignment with development, zoning, and land use objectives. - Urban Design
Implement urban design initiatives that promote high-quality development and place making throughout Foley. Collaborate with developers, city departments, and community stakeholders to incorporate sustainable and innovative urban design principles. - Public Projects
Assist in the planning, design and development of public projects related to streetscape improvements and public space enhancements. Work closely with the Engineering, Public Works, and Environmental Services departments and related departments to design and execute projects that elevate the city’s infrastructure and public spaces. - Development Review and Support
Provide planning support by reviewing development applications, site plans, and rezoning requests. Ensure consistency with local codes, zoning regulations, and the Comprehensive Plan. Assist related departments in evaluating proposals and making informed planning decisions. - Small Area and Sector Plan Development
Research, develop, write, and implement small area studies, sector plans, and other specialized planning studies. These initiatives will be critical in shaping the future development of both the public and private realms of Foley, enhancing the quality of life and vibrancy in targeted areas. Collaborate with the Economic Development, Engineering, Public Works, Environmental, Building, and Planning departments, ensuring cross-departmental alignment and integration into the city's broader strategic planning framework. - Collaboration with City Departments
Work in close coordination with departments such as Economic Development, Engineering, Public Works, Environmental Services, and Planning to ensure that planning efforts, public projects, small area studies, sector plans and other detailed plans are aligned with the City’s goals for quality development and infrastructure improvement. - Public Engagement and Communication
Engage with developers, residents, and city officials to provide updates and gather input on planning initiatives. Conduct public meetings and presentations to foster community involvement and ensure transparency in the planning process. - Zoning Ordinance and Land Use Regulation Updates
Facilitate updates to the City’s Zoning Ordinance, subdivision regulations, and other land use policies to reflect the goals outlined in the Comprehensive Plan and other small area or sector plans. - Research and Data Analysis
Utilize advanced data collection, analysis, and interpretation techniques to guide informed planning decisions. Gather and analyze data related to land use trends, population growth, housing demand, economic development, and community needs. Leverage geographic information systems (GIS), demographic studies, and other analytical tools to identify emerging trends and patterns. The data-driven insights will inform updates to the Comprehensive Plan, the development of small area studies, and other strategic planning efforts.
- General Planning Assistance
Provide planning assistance and expertise across departments as needed, ensuring alignment with zoning, environmental, and infrastructure standards. - Interacts and communicates with a wide variety of groups and individuals to include citizens, general public, other municipal, county, regional, state and federal agencies or departments regarding long range plans, development project status and the update and implementation of plans and other issues or initiatives that may involve or impact the City’s growth and development efforts.
Education and Experience:Bachelor’s Degree from an accredited university and seven (7) years of experience in urban planning, development review, or related fields, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Special Qualifications:Bachelor’s degree in Urban Planning, Architecture, Landscape Architecture, or a related field with a strong background in public and private sector collaboration are preferred.
