PAY AND BENEFITS
Annual Pay Range: $57,135.70 - $72,163.93
Hourly Pay Range: $27.469088 - $34.694198
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.
Bilingual Spanish/English skills are required for this position. An additional 5% of base compensation is added to pay.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Health Centers is seeking an adaptable administrative professional to join a dynamic and collaborative team as their newest bilingual (Spanish/English) Administrative Specialist 1. This position will be based out of our newest Behavioral Health Clinic located on Lake Road in Milwaukie, Oregon.
The Administrative Specialist 1 performs a wide range of administrative duties to ensure efficient clinic operations within our Health Centers Behavioral Health Clinic. This role is crucial to the smooth functioning of our mental health services. Responsibilities include front desk support, document management, client data entry, report preparation, and maintaining Supported Employment (SE) program paperwork and processes. The successful candidate will work closely with clinicians, supervisors, and external partners to facilitate timely, accurate, and responsive administrative services that uphold client confidentiality and support the clinic's mission of care.
The most competitive applicants will have prior experience in a medical or behavioral health setting, knowledge of EPIC or similar electronic health record systems, and strong skills in data entry, communication, and customer service. Experience handling sensitive client data, managing multi-step administrative workflows, and producing reports for external agencies will be highly valued. Familiarity with Supported Employment tracking and coordination is a plus.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of one (1) year of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
• Bilingual Fluency in both English and Spanish
• Language fluency means being capable of using a language easily and accurately. Bilingual means using or able to use two languages with equal fluency
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and other office software; knowledge of databases, recordkeeping systems, and office equipment
• Experience coordinating and managing calendars, including scheduling appointments, meetings, and events for individuals or teams in a professional setting
• Strong communication skills with the ability to convey information clearly and professionally in both written and verbal formats
Preferred Special Qualifications/ Transferrable Skills:*
• Experience tracking and reporting data for Supported Employment (SE) programs, such as caseload details, job placements, retention rates, and client/employer engagement to support program fidelity and performance goals
• Experience working in EPIC health record software programs
• Experience working in an environment with the focus of supporting mentally ill individuals or those who experience substance use disorders
• Experience working in a health center or behavioral health setting

TYPICAL TASKS
• Answer and transfer calls, schedule appointments, and greet clients or the public, directing them to the appropriate staff. Check in clients for their appointments, make outgoing calls related to services, handle transactions, and verify data or payments. Assess when clients or visitors need additional assistance and refer them to the appropriate staff members.
• Maintain filing and record systems with a variety of subject matter to provide easy access to records and information; provide retention of records as needed and/or requested; assists with record requests as needed; consult with supervisor as to nature of data requested.
• Update information in EPIC to reflect accurate client information.
• Effectively operates complex equipment and office machinery operates in the office; reconciles routine problems by consulting technical manuals.
• Track and manage Supported Employment (SE) data to meet fidelity requirements, including caseload numbers, client employment status, job starts, retention rates, and monthly contact with clients and employers. Ensure timely follow-along support and accurate quarterly reporting.
• Manage process for SE tracking invoices to Vocational Rehabilitation and OHS from initiation of invoice through payment.
• Complete and submit quarterly reports to state agency and OSECE who monitor program fidelity.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
