The Senior Stormwater Program Manager plays an integral role in the Public Works (PW) Department’s leadership team and provides effective direction, control, and management over key stormwater engineering, water quality programs, and stormwater permit compliance for the City. Manages and leads a high-performing engineering and inspection team that supports, develops, and implements solutions to complex problems. Collaborates with all divisions of PW and other City Departments, and meets and confers with developers, contractors, engineers, and the community regarding City policies, regulations, procedures, and projects. Work includes the developing long-range strategic, programmatic, and capital improvement plans, directing operations, leading stormwater construction activities and projects, administering public stormwater policy, regulatory programs, managing budgets, adaptively managing programs, providing oral and written communications to a variety of audiences. Assures compliance with the City’s National Pollutant Discharge Elimination System (NPDES) Permit requirements and all local, state, and federal regulations.
Essential Duties and Responsibilities

- Manages and leads a high-performing engineering and inspection team that supports, develops, and implements solutions to complex problems that arise regarding storm and surface water, including water quality policies and code, permit review, capital projects, NPDES permit compliance and programs.
- Serves as a technical resource for department personnel, City staff, other agencies, and the public by providing storm and surface water engineering advice and regulatory recommendations.
- Communicates with a wide variety of audiences and presents to City Councilmembers, Commissioners, and the community and the public as needed to provide information, project updates and recommendations related to storm or surface water program related issues affecting the City.
- Represents the City at public meetings, open houses, and other venues including regional meetings, including evening and/or weekend meetings or events.
- Participates in the development and administration of the departmental budget; recommends the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. Monitors the approved budget to maximize efficient and effective implementation of projects and programs.
- Provides recommendations regarding the development, interpretation, and implementation of stormwater-related policies and procedures; formulates and enacts strategies to facilitate and improve operational performance and effectiveness and assure compliance with regulatory requirements.
- Assesses, plans, and implements best practice standards and assures compliance with all regulations; compiles and submits data, analyses, and city and regulatory reports.
- Determines utility rates, preparing all necessary materials, data, and projections to present to council for approval; leads and/or conducts a utility rate study every three (3) to five (5) years, as requested.
- Plans, directs, and implements all elements of the Stormwater Capital Improvement Program (CIP); prepares a long-term (six to ten year) CIP, coordinating with department managers and interdepartmental staff to integrate with Citywide planning efforts.
- Oversees stormwater capital projects and programs, from planning phase through construction completion, utilizing industry standard project management methodologies and best practices.
- Analyzes, reviews, and interprets pertinent local, state, and federal regulations, policies, and procedures pertaining to impact on assigned programs, public services, and private and city projects; oversees and ensures compliance as required.
- Manages or supports the process of updating City codes, the City’s Addendum to the adopted stormwater design manual, and the Public Works Standards.
- Adaptively manages and implements the programs required for NPDES permit compliance on behalf of the City, including oversight of stormwater system inspection programs, water quality enforcement, and education and outreach.
- Receives and responds to public inquiries, requests, and complaints pertaining to stormwater regulations and illegal discharges; conducts investigations as appropriate, determining and implementing corrective actions; oversees notices of violation and/or citations to enforce stormwater regulations.
- Develops and implements training for city staff and education and outreach programs for business, residential, educational, and development communities on stormwater quality and regulations.
- Maintains knowledge of developments, research, and trends in the field and incorporates emergent technology or approaches into the City’s stormwater program as appropriate; attends and participates in professional group meetings, workshops, and conferences.
- Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

- Selects, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.
- Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff.
Qualifications
MINIMUM QUALIFICATIONS
Bachelor’s degree in civil engineering, environmental sciences, or related field; supplemented by eight (8) years of progressively responsible experience in stormwater operations and program management, including three (3) years in a supervisory role; or an equivalent combination of education, certification, training, and/or experience.
Employees must be residents of Washington State.
CERTIFICATIONS AND LICENSES
None required.
May be required to possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
PREFERRED QUALIFICATIONS
Master’s degree in civil engineering, environmental sciences, or related field and four (4) years of experience in municipal stormwater program management / administration.

- Environmental permit and review requirements for storm and surface water capital and maintenance projects including State Environmental Protection Act (SEPA) and Hydraulic Project Approval (HPA).
- Western Washington Hydrology Model and Hydrologic Engineering Center – River Analysis System (HEC-RAS) hydraulic model and ability to learn the King County Surface Water Design Manual.
- Project management including the preparation of contract documents, bidding, and construction management as well as project plans (risk, communication, financial…etc.), schedules (baseline and updates), budget control (financial forecasts, actuals vs planned, etc.).
