Summary
King County Records & Licensing Services (RALS) invites applications from experienced management professionals to be considered in filling the Recorders Office Section Manager position. This position is responsible for leading and providing oversight to operations, personnel, and performance management, developing and implementing county/department/division initiatives. The Recorders Office Section Manager will serve on the Divisions Senior Management Team.

Records and Licensing Services Division (RALS) - King County, Washington
Records and Licensing Services operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by RALS are mandated by state law and are provided within King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and/or meeting various legal responsibilities.
RALS Is Recognized As a Leader In Service Excellence And Is Building An Enduring Legacy Of Continuous Improvement And Employee Engagement Throughout Our Organization Providing Services To The Public That Include
- Licensing Section; providing Vehicle and Vessel and For-Hire licensing and information services and promoting public safety by administering and enforcing licensing and taxi regulations.
- Archives Records Management and Mail Services Section; providing internal mail services and physical and electronic records management services to all county agencies.
- Regional Animal Services; Providing animal care and control services for the protection of property, human health and safety; and promoting responsible pet ownership and animal welfare through education and licensing programs through public and private sector partnerships.
- Recorder’s Office Section; Providing prompt and accurate recording of documents, such as real estate deeds and mortgages, plats and surveys, as well as the preservation and producing copies of recorded documents. The Recorders Offices is responsible for collecting and dispersing real estate excise tax payments on the conveyance of real property in King County. Recording and making accessible real property and other documents for members of the public, businesses, and other governmental agencies
Recorder's Office - King County, Washington
Each year the Recorders Office; processes 300,000 recording transactions; collects and disperses $1 Billion in Real Estate Excise Tax; and issues over 25,000 marriage licensees. The Recorders Office operates within a regulatory framework, guided by King County Code (KCC 2.12) and Revised Code of Washington (RCW 65.04).
The Recorders Office Section Manager is supported by; an Operations Support Manager, two supervisors, a Fiscal team, and a team of 24 employees. Many services are performed online, as well as operating a public facing operations at the King Street Center, open to serve the public from 8:30am – 4:30pm daily.
Job Duties

- Prepare presentations, written materials and graphic communications
- Build teams, supervise, and mentor staff across the section; assist and make recommendations on hiring, disciplining and terminating subordinates; prepare performance appraisals and maintain appropriate documentation for personnel issues; enforce workplace rules, including employee discipline and positive performance counseling.
- Lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency priorities while empowering individuals to pursue professional goals.
- Learn systems, problem-solve escalated technical issues and address escalated customer inquiries.
Experience, Qualifications, Knowledge, Skills
We are looking for candidates who:
- Possess a robust executive skill set including strong people leadership, organization, strategic thinking, and organizational development; demonstrated experience leading inclusive group processes.
- Apply knowledge of local, state, federal and environmental laws, regulations, and policies.
- Are proactive and able to manage/track a high volume of diverse tasks and projects.
- Demonstrate ability to be self-directed and adaptable, in a multi-faceted and sometimes ambiguous environment; ability to track, prioritize and manage multiple issues and competing priorities.
- Develop and maintain an effective, collaborative, and positive staffing environment including workforce development, personnel management, conflict resolution, and managing staff and organizations through periods of change.
- Effectively lead individuals and/or teams in service-based programs, working with diverse populations including race, ethnicity, gender, ability, age, sexual orientation, and socio-economic status in a culturally competent manner.
- Demonstrate behaviors and decision making that reflect accessibility, respect, equity and belonging.
- Possess excellent written, verbal, organization and presentation skills, with the ability to concisely, clearly and effectively communicate information to a range of audiences.
- Have excellent interpersonal skills and ability to anticipate and successfully navigate issues and perform effectively in a range of situations.
- Have familiarity with human resources, labor relations, and leadership principles and be dedicated to employees and the management of their performance and development of their skills.
- Have Proficiency with MS Office Suite, SharePoint, Teams and other appropriate technology.
