JOB SUMMARY
The Utility Billing Specialist performs routine responsible tasks related to water and sewer utility billing. Reporting to the Billing and Collections Manager, the Utility Billing Specialist works under moderate supervision sufficient to monitor progress and achievement of key performance indicators.

- Monitors and controls all system activities from the system console.
- Performs system configurations as necessary.
- Performs account maintenance including billing and posting of transactions, fees and adjustments.
- Calculates bills from meter readings.
- Performs system backups.
- Sends second notices for delinquent accounts.
- Prepares disconnect list daily
- Performs collections set-off and write-offs for uncollected funds.
- Responds to customer inquiries in person, by email, or by phone.
- Performs related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Comprehensive knowledge of computer hardware and software pertaining to system utilized by the City.
- Working knowledge of software design, operation and configuration.
- High level of skill in the operation of Microsoft office, billing software and general technology, including the ability to successfully navigate multiple software systems as well as general office computer applications.
- Ability to maintain harmonious working relationships with other employees.
- Ability to type with accuracy.
- Ability to communicate effectively in person and on the telephone.
- Ability to accurately enter date into a computer.
REQUIRED EXPERIENCE AND TRAINING
A high school diploma or GED and two years of experience working in billing and financial software or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
PREFERRED EXPERIENCE AND TRAINING
Experience managing and maintaining a large volume of individual financial accounts. Experience in local government preferred.

This position primarily operates in an office setting, performing mostly sedentary work. Physical activity related to this position may include constantly operating a computer and other office productivity machinery, such as a calculator, copy machine and printer, frequently moving about the office to access file cabinets, office machinery, etc. and communicating information and ideas so others will understand. Sufficient visual acuity is required to prepare and analyze data and figures and do extensive reading. May require physical exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects. An employee in this position will not be substantially exposed to adverse environmental conditions.
